Nightwing is seeking a Resource Manager to work with a dynamic team. The on-site Resource Manager plays a critical function within the Program Management Office (PMO). He/She will be responsible for sourcing candidates using a variety of methods to meet immediate and pipeline needs.

Review and understand job description and qualifications required in the Statement of work to confirm applicant meet minimum requirements

Evaluates applicants by reviewing job requirements and applicant qualifications

with managers. Screens candidates by reviewing job applications, recording panel interview notes. and comparing qualifications to job requirements.

Arrange interviews by coordinating candidate and hiring manager interview schedules. Manage/guide candidates in an effective way throughout the interview, offer, negotiation and acceptance process.

Liaise with the PMO, Functional Leads and Talent Acquisition to overcome any challenges to recruitment and placement.

Successfully collaborate with the Functional Leads to ensure position descriptions are current and consistent with Contract SOW requirements while maintaining a central repository for them.

Candidate will be required to provide weekly, monthly, and quarterly status updates jointly defined as needed, to include ad hoc program reports.

Candidate must be able to attend a weekly staffing meeting to discuss the program's status of positions, independently at times.

Ownership/Continuous Improvement

Improve Program attractiveness by recommending modern staffing and hiring policies and best practices

Required Resource Manager Skills; Microsoft Office suite with expert knowledge of Excel PowerPoint Word; Outlook.

Exceptional written, verbal communication and interpersonal skills is a must

Strong attention to detail and project management skills, with the ability to prioritize tasks and meet deadlines.

Proficient in use of applicant tracking software, clear understanding of staffing and hiring policies processes, and the ability to effectively mitigate process/procedural challenges that might inhibit staffing success

Ability to multi-task and maintain flexibility in response to changing Program needs.

Expertise tracking and preparing reports, analyzing data, identifying trends, and proactively recommending solutions or alternatives to improve Program staffing/retention

Desired Skills

Earned Value Management or Financial Analyst experience

Jira, Confluence, and SharePoint knowledge, MS Access

The salary range for this role is 70,000 USD - 142,000 USD. The salary range provided is a good faith estimate representative of all experience levels. RTX considers several factors when extending an offer, including but not limited to, the role, function and associated responsibilities, a candidate’s work experience, location, education/training, and key skills.

Hired applicants may be eligible for benefits, including but not limited to, medical, dental, vision, life insurance, short-term disability, long-term disability, 401(k) match, flexible spending accounts, flexible work schedules, employee assistance program, Employee Scholar Program, parental leave, paid time off, and holidays. Specific benefits are dependent upon the specific business unit as well as whether or not the position is covered by a collective-bargaining agreement.

Hired applicants may be eligible for annual short-term and/or long-term incentive compensation programs depending on the level of the position and whether or not it is covered by a collective-bargaining agreement. Payments under these annual programs are not guaranteed and are dependent upon a variety of factors including, but not limited to, individual performance, business unit performance, and/or the company’s performance.

This role is a U.S.-based role. If the successful candidate resides in a U.S. territory, the appropriate pay structure and benefits will apply.
