COUNTY OF DOOR Construction Superintendent in STURGEON BAY, Wisconsin
JOB REQUIREMENTS: This position involves overseeing the construction, paving, and seal coating operations to ensure the department\'s efficiency and effectiveness. Responsibilities include assigning and supervising subordinate personnel in daily highway maintenance tasks, which encompass the construction and maintenance of highways and bridges, sign installation, center-line striping operations, and snow and ice control. The role requires coordinating the utilization of employees, equipment, and materials, and regularly supervising work through reports and on-site inspections. Additionally, the position demands availability for emergency calls on a 24/7 basis, participating in the Supervisor on-call rotation. This involves responding to emergency notifications and being available to supervise staff called in, with a commitment to serve one full week every four weeks, including weekends and holidays. It is imperative for the individual in this role to provide truthful and accurate written and verbal communications. Paving and Seal Coating Operations Responsible for supervision, training, evaluation, discipline, scheduling and layout of work of department staff including: patrolmen, equipment operators, field crews, mechanics, stockroom/fuel technician and seasonal staff. Working with Deputy Highway Commissioner, assign and supervise the work of all construction, paving and seal coat operating personnel. Adjust personnel from one job assignment to another to enable completion of work on time and in order of priority. Perform regular inspections of construction crews to ensure that work being prepared for paving operations meets required specifications. Inspect work area regularly and ensure needed repairs are made to equipment and safe working conditions exist. Requisition necessary tools, equipment, and materials as needed to complete paving operations. Maintain records and prepare reports that indicate the efficiency and effectiveness of the paving operation to provide the state with information on all work completed on local, county and state roads that affects the financial aid that is received by local municipalities and the county. Review and approve daily and weekly computerized timesheet records of labor, equipment and material use by employees who are under their direct supervision for accuracy and proper job costing. Assists the Deputy Highway Commissioner in the Winter Snow and Ice Control program. Assigns and supervises department crews in cooperation with and in the absence of the Deputy Highway Commissioner. Contacts employees as required for emergency conditions outside of normal work hours. Monitor, report and supervise all winter road conditions within the County, keep all units of local government, emergency management and schools aware of changing storm conditions that affect travel. Assist the Deputy Highway Commissioner by providing technical consultation to local officials on highway-related problems or questions. Meet with local towns to inspect road conditions and develop maintenance and road construction projects for the upcoming year based on their available budget. Issue, approve and inspect permit requests. Inspection and documentation of county culvert system to ensure proper maintenance and replacement scheduling. Inspect county road system for state reporting of the condition of the existing roadways using the PASER system. Coordinate and schedule with private vendors for paving and construction projects. Provides state mandated Flagger Certification Training to all highway employees every other year. Inspects mailboxes to ensure they meet the guidelines and setback requirements as mandated by the postmaster. Investigates and prepares required reports on employee injuries, accidents and/or work-related illnesses. ***** OTHER EXPERIENCE AND QUALIFICATIONS: Required: Five (5) or more years of responsible work experience with construction a d paving operations. Valid commercial driver\'s license with Class B, C; Class A and endorsement N is desirable. No automatic transmission restrictions. Licensed Miner as required by the Mine Safety and Health Administration (MSHA) attainable within one year of hire.
