Black River Local School District Director of Pupil Services in Sullivan, Ohio

DIRECTOR OF PUPIL SERVICES

Director of Pupil Services Reports to:  Superintendent of Schools and Treasurer

Supervises: All special education teachers, tutors, and aides; Title I teachers and tutors; gifted and talented teachers; school psychologists; school nurses; speech and language therapists; and all special education related personnel, including occupational and physical therapists.

Qualifications: The Director of Pupil Services will hold a Superintendent, Assistant Superintendent, Pupil Services, or appropriate alternative certificate that meets all federal, state, and local requirements for the position.

General Duties: Administers, directs, and evaluates the special education, Title, and federal-and state­ funded student programs for the Black River Local Schools.

Essential Functions:

  • Administers the special education programming for handicapped/disabled children in all identification areas from Age 3 to Age
  • Administers the Title I
  • Administers the gifted and talented
  • Administers the drug and alcohol prevention program, including the writing and oversight of the MCDAC and Drug Free Schools grant
  • Coordinates and directs the school psychology
  • Writes and administers all special education grants, reports, and
  • Monitors all related budgets and recommends the purchase of equipment and supplies that are required by each
  • Serves as a member of the Administrative
  • Forecasts needs, then plans and organizes new programs to meet the needs of "at risk" and special needs
  • Oversees the development and implementation of all 504
  • Holds departmental meetings on a regular
  • Assumes responsibility as the Superintendent's designee for the placement and transfer of handicapped students within the special education department, including out-of-district placements, home instruction, and extended school
  • Works cooperatively with other administrators, Medina County Educational Service Center
  • Personnel and Black River staff in the development of staff development and orientation programs for all regular and special education
  • Works cooperatively with the building level administrators in the interviewing, selection, and evaluation of all special education and Title 1 personnel.
  • Serves as the Black River representative to the Four Locals Special Education (low incidence)
  • Works cooperatively with the Transportation Department in the provision of in-district and out-of­ district transportation services for special needs
  • Oversees the coordination of all district-wide testin
  • Coordinates all waivers, exemptions, and accommodations for special education students in regards to the proficiency
  • Insures that all Individual Education Plans (IEP), Periodic Reviews, and Multi-factored Evaluations are completed in a timely manner, and meet or exceed all state and federal requirements.
  • Insures that all special education and Title I programs meet or exceed all state or federal minimum
  • Assumes responsibility for assuring that the Black River Local School District operates in full compliance with the Individuals with Disability Education Act (IDEA) and the Americans with Disabilities Act (ADA), including Section 504 of the Rehabilitation
  • Keeps abreast of special education practices, methods, and legislation; and imparts this information on to other administrators and staff
  • Conducts an on-going review of the special education and Title I programs, and makes recommendations for program changes to the Superintendent of
  • Performs any and all additional duties as assigned by the Superintendent of Schools.
