Description
The Chief Learning and Development Officer (CLDO) will have leadership responsibility for shaping and executing an overarching vision and strategic direction for learning and professional development for Elmcrest employees. This includes conceptualizing, implementing, and promoting professional development programs and training & compliance with federal and state agencies, funders and other stakeholders.
This position will be the C-Suite member responsible for the design, updating, publication, implementation and monitoring of all agency trainings. In partnership with the Chief Human Resources Officer (CHRO), the CLDO will develop, review and refine all agency development, career path, and mentorship programs.
Responsibilities:
Assists with the development program policies and utilizes working knowledge of operational policies, laws, regulations and standards (e.g. Medicaid, OPWDD, OCFS, OMH, DOL, OSHA).
In consultation with C-Suite members, write and implement the agency employee development plan.
Provide the CEO and entire C-Suite with regular reports on the status of their department and the implementation of the agency’s development plan.
Oversee all agency training, development and certifications.
Reviews, tracks and analyzes employee training and development data from conceptualization through presentation, using analytical tools.
Provides oversight to the Training and Development team and all supplementary trainers.
Provides oversight for the maintenance and tracking of all agency training and development records.
Work with Directors to implement employee development plans for their assigned personnel.
Develop, implement, enhance and oversee the agency’s e-learning programs.
Qualifications
Bachelor degree (Masters degree a plus) from an accredited learning institution.
Computer literacy with experience in performance outcome measurement and data analysis.
Certification (CPTD preferred) from the Association of Talent Development (ATD) or an equivalent certification from another recognized institution.
At least 5 years of human resources experience (preferably in talent development or employee learning), with demonstrated upward mobility.
Demonstrates a strong interest in improving services to the children that are served by Elmcrest and in helping to create a system that will allow Elmcrest to demonstrate its success as a provider.
Demonstrates the ability to function as a member of a team charged with the responsibility for providing cutting-edge, evidence-informed, impact-oriented training.
