Some travel may be required.

This is a full-time position working 40 hours per week.

Business hours are 8:00 am - 5:00 pm EST, Monday - Friday.

If selected for hire, current DCF employees will be compensated in accordance with the DCF salary policy.

Required Minimum Qualifications:

  • A bachelor’s degree from an accredited college or university; Professional or non-professional experience as described below can substitute on a year-for-year basis for the preferred college degree.

  • Note: Be prepared to provide a copy of your degree/diploma or request official transcripts from your school in a sealed envelope. Unofficial transcripts are not accepted. All documents must be in English, clear, and legible, showing all signatures and pertinent details. Foreign degrees must be validated by a third party to meet the US equivalency requirements.   • At least two (2) years of supervisory / management experience or at least 2 years of contract management experience in a lead role.

  • At least three (3) years of direct contract management experience.

  • Completion of Florida Certified Contract Manager Certification (FCCM). A copy of your certification will be requested.

    Preference will be given to applicants who have:

  • C ompletion of Florida Certified Contract Negotiator Certification (FCCN). A copy of your certification will be requested.

    SENIOR MANAGEMENT ANALYST SUPV- SES (CONTRACT MANAGER SUPERVISOR) - 60073130 – Economic Self Sufficiency Program

    This is a highly responsible supervisory position for the Economic Self-Sufficiency Program. The incumbent has the responsibility of directly supervising professional contract and support staff in the Refugee Services program. In addition, the incumbent has the responsibility for planning, coordinating, and implementing policies and procedures, and developing program operational standards necessary to successfully implement statewide program activities as prescribed in the Refugee Education Assistance Act.

    Specific Duties and Responsibilities include:

  • Supervises contract management personnel which reviews, prepares, and manages contracts in accordance with Department policy, in addition to data analysis of program services and recommendations of program response to emerging trends and conditions.

  • Develops and implements consultation activities, technical assistance, and training materials to ensure effective service delivery to contracted providers; provides guidance to cross-functional units and subordinates on goals and objectives relating to contract activities. Act as primary contact between contract units and other Department units in resolving contract issues. Participates in management team meetings.

  • Maintains current and detailed knowledge of laws, policies, regulations, immigration reform activities, and programs affecting services to refugees in Florida. These primarily include Federal and State Statutes, Florida’s Refugee Resettlement State Plan, the state’s approved Targeted Assistance Grant proposals, federal regulations concerning the Cuban/Haitian Entrant Program, Refugee Assistance Program, and the Unaccompanied Refugee Minor Program. Analyze significant and/or unique contract requirements, special provision, terms, and conditions to ensure compliance with appropriate laws, regulations, and policies. Responds to complex inquiries regarding contracts.

  • Develops negotiation strategy and leads and/or participates in negotiation teams on complex contractual issues; reviews solicitation documents, Invitations to Negotiate, Requests for Proposals, Invitations to Bid, etc.

  • Plans, develops, and implements a system for monitoring and tracking contract management staff activities. Prepares and disseminates information regarding contract status. Also plans, develops, and implements a system for monitoring and tracking data staff activities and disseminating information regarding results of program analysis. Trains and develops contract management staff to assume more complex contract activities.

  • Leads assigned service team.

  • Performs other duties as assigned.

    Knowledge, Skills and Abilities required for the position:

  • Extensive knowledge of contract management, state expenditures, and competitive solicitation requirements.

  • Knowledge of methods of data collection and analysis.

  • Ability to communicate effectively both verbally and in writing.

  • Ability to conduct fact-finding research, collect, analyze, and evaluate various types of data to solve problems/issues, develop alternatives, and document other activities relating to the improvement of management and operational practices.

  • Knowledge, skills, and abilities, including utilization of equipment, required for the position.

  • Knowledge of the principles and practices of administering public assistance programs.

  • Ability to utilize problem-solving techniques.

  • Ability to supervise people.
