Position Overview and Responsibilities:
Responsible for Enhancement, Maintenance, and Support of the custom software applications used within the Department of Management Services (DMS). These applications are web-based applications written using current software programming languages and SQL compliant relational databases. This position is to support the division’s accounting applications, to include the FLAIR main frame infrastructure.
Support for Financial Management Services Bureau:
Define user needs for new or modified programs.
Design and develop new reports, modifications, and improvements.
Develop complex database batch programs to accommodate FLAIR system changes or as requested.
Maintain detailed FLAIR transaction databases, including daily downloads.
Prepare and maintain system documentation and computer program documentation.
SharePoint Management:
Create and maintain SharePoint out-of-the-box apps and collaborative tools, including lists, document/form libraries, discussion boards, surveys, calendars, web parts, workflows, etc.
Integrate SharePoint seamlessly with other Microsoft and third-party products.
Perform SharePoint administration tasks such as managing permissions - restrict and revoke access as required,creating and managing content types, site columns, lookups, and templates for re-use. Ensure consistent navigation across sites and assist in the governance of department-wide SharePoint components.
Provide advanced site administration of SharePoint, assist in governance of department and division-wide SharePoint sites and components, and lead formal assessments of SharePoint requests across divisions.
Customer Support:
Troubleshoot SharePoint collaboration issues, identify root causes, and coordinate or complete necessary fixes.
Collaboration with IT and Customers:
Work closely with other IT groups and customers to define system design and user interface needs. Participate in all phases of development and implementation and may act as a project lead on special projects.
Data Governance and Analytics:
Provide data governance and application lifecycle management services for the Department of Management Services, including divisions like Finance and Administration, State Purchasing, Human Resource Management, and others.
Review statutory requirements, industry standards, and DMS business processes to recommend data governance and process improvements.
Collaborate with management to catalog, collect, analyze, and report information.
Work with the Data Governance Manager and Information Security Manager to develop a data security framework.
Perform quality assurance reviews to ensure data validity and completeness.
Assist program areas in all phases of the application lifecycle.
Application Enhancement, Maintenance, and Support:
Enhance, maintain, and support custom software applications used within DMS, ensuring alignment with current software languages and SQL-compliant relational databases.
Design and develop new or replacement web-based software applications to meet DMS business needs.
Collaborate with business customers to understand and document automation and system requirements.
Examples of Work:
Design and model user interfaces, object behavior, database entities, and processes.
Build applications based on documented specifications.
Develop and execute test plans.
Ensure adequate source code and version control.
Train users on proper application use.
Coordinate with system developers to configure servers and databases for web-based applications.
Create and maintain technical documentation for system support and application training.
Additional Responsibilities:
Respond to help desk requests related to areas of expertise.
Participate in special projects and other job-related duties as required.
Coach and mentor more junior technical staff.
Knowledge, Skills, and Abilities:
Ability to configure and maintain SharePoint components including collections, document libraries, lists, pages and web parts.
Ability to give attention to detail, spot errors quickly and maintain focus when working on long tasks.
Ability to provide general technological support and assistance for a broad range of business needs.
Strong analytical skills and experience to critique and document specific business automation requests and needs, make recommendations for technical solutions, and participate in implementing or leading appropriate automation solutions.
Ability to provide instruction to junior content managers & business automation specialists.
Ability to write accurate and complete technical documentation.
Ability to collect, evaluate and analyze data to develop alternative recommendations, solve problems, document workflow and other activities relating to the improvement of business operations.
Proficiency in the full Microsoft Office Suite.
Strong written and oral communication skills.
Strong team involvement and ability to collaborate and work effectively with other analysts, content managers, developers, customers, and management.
Ability to work independently.
Ability to communicate effectively.

Minimum Qualifications:
At least three years of experience in software, web-based, or cloud-based design and development using SharePoint.
Experience with FLAIR.
Experience drafting professional communications.
Experience working with Oracle databases, to include integration experience with other applications.
A strong understanding of mainframe systems and architecture.
Experience with object-oriented program languages.
