The Work You Will Do:

This Environmental Consultant position performs professional work under the direction of the Environmental Manager for the Division of Water Resource Management’s Source and Drinking Water Program located in Tallahassee, Florida. The ideal candidate will possess discipline-specific knowledge, leadership and technical skills to promote the sustainability, implementation and efficiency of state and federal laws rules, and regulations related to the Safe Drinking Water Act and Potable Reuse.

The Engineering Specialist III participates in meetings with representatives from the regulated community and federal, state, and local governments; develops reports as required by the Florida Department of Environmental Protection and U.S. Environmental Protection Agency; and assists with other duties as required. The position also assists with the preparation of permits for Advanced Treated Water Facilities. The position is the Department’s lead on compliance and enforcement activities associated with potable reuse systems, which includes performing inspections of Advanced Treated Water Facilities.

    Pay:

    $45,308 - $51,000.00 commensurate with experience

    Your Specific Responsibilities:

  • In carrying out the duties of this position, the incumbent is expected at all times to be aware of and aide by the Department’s Standards of Conduct, as well as any and all departmental and /or work unit rules, directives, policies, procedures and/or general orders applicable to performing the duties of this position.

  • This position performs professional intermediate engineering work for the Source and Drinking Water Program under the direction of the Environmental Manager.

  • Performs potable reuse inspection and audits to ensure compliance with the State program requirements

  • Assists Department staff and management with interpretations of engineering aspects of potable reuse rule and policies.

  • Assists in training and providing technical guidance to staff and management of the potable reuse program.

  • Assists in developing standard engineering permit conditions.

  • Assists in reviewing potable reuse program submissions for consistency with the State program engineering requirements.

  • Provides technical review of plans of studies, reports, and other deliverables associated with the potable reuse program and the Safe Drinking Water Act (SDWA).

  • Assists in preparing and reviewing state-issued drinking water and potable reuse facility permits for consistency with the State and SDWA permitting engineering program requirements.

  • Performs other duties as required.

    Required Knowledge, Skills, and Abilities:

  • Ability to work independently and manage technical projects.

  • Ability to understand drinking water treatment and design concepts and principles.

  • Ability to understand potable reuse treatment and design concepts and principles.

  • Ability to plan, organize and coordinate work assignments.

  • Ability to prioritize workload.

  • Ability to communicate effectively verbally and in writing.

  • Abilty to establish and maintain effective working relationships with others.

  • Ability to inspect potable reuse facility, including traveling to the facility location.

  • Ability to research and understand state, federal, and local potable reuse and drinking water rules and regulations.

  • Knowledge of computer-based data retrieval systems.

  • Knowledge of state and federal permitting requirements and procedures.

    Required Qualifications:

  • A bachelor’s degree from an accredited college or university and 2-years of verifiable related experience or any combination of post-secondary education or verifiable related experience for a total of six years.

  • A valid driver’s license.

  • Travel is required.

    Preferred Knowledge, Skills, and Abilities:

  • Knowledge of state rules for drinking water;

  • Knowledge of state permitting processes and procedures;

  • Knowledge of state rulemaking processes and procedures;

  • Knowledge of state compliance and enforcement procedures;

    Preferred Qualifications:

  • Certificate of successful completion of the Fundamentals of Engineering examination.

  • Engineering Intern certification.
