    POSITION DESCRIPTION: Perform the reconciliation of Department Florida Accounting Information Resource (FLAIR) records to State Accounts for cash receipts and cash disbursements. Ensure the Department’s cash balance agrees with State Accounts. Ensure appropriate Department personnel are notified of issues identified and that necessary corrective action is taken.

    Periodically review the trial balance for anomalies such as atypical balances, incorrect general ledger code usage, accrual indicator usage, and other FLAIR data fields. Ensure appropriate Department personnel are notified of issues identified and that necessary corrective action is taken.

    Assist in the Department’s annual year-end closing processes. Ensure the timely completion of assigned year-end duties. Prepare and/or review necessary financial reporting accrual, adjusting and correcting entries, ensure information is accurate, and that clear, concise supporting documentation is maintained for audit purposes. Coordinate, review and submit the required financial statement forms within the time frame established by the Department of Financial Services for inclusion in the State’s Annual Comprehensive Financial Report.

    Provide assistance to Department staff in establishing new FLAIR accounting codes or assistance in understanding codes and transactions.

    Provide assistance to other fiscal staff, budget coordinators, and district accountants in analyzing FLAIR data and other reports. Provide assistance and training to users to ensure accurate correcting entries for identified issues.

    Perform the monthly reconciliation of bid protest and cash performance bonds, advances, accounts payables, intra/inter funds, payroll transactions, and the Receipt Processing System as assigned. Ensure appropriate Department personnel are notified of issues identified and that necessary corrective action is taken.

    Perform the reconciliation of Department clearing and revolving funds. This includes reconciling the cash in bank amount to the FLAIR revolving fund balances. Ensure appropriate Department personnel are notified of issues identified and that necessary corrective action is taken.

    Research and complete special projects as assigned and submit results to supervisor in a timely manner.

    KNOWLEDGE, SKILLS AND ABILITIES: Knowledge of the Florida Accounting Information Resource (FLAIR), Governmental Accounting, Auditing and Financial Reporting (GAAFR), Generally Accepted Accounting Principles (GAAP), and the State Chief Financial Officer’s (CFO) operating procedures. Knowledge of an ability to interpret and apply, accounting and auditing theory, standards, practices and procedures. Knowledge of accounting systems. Knowledge of internal control concepts. Knowledge of reconciliation procedures and processes. Skilled in balancing and reconciling accounts in accordance with GAAP or in compliance with applicable legal or procedural requirements. Skilled in the efficient and effective use of computer applications such as spreadsheets, word processing and database applications. Skilled in preparing supporting schedules for agency and/or statewide financial statements in accordance with GAAP or another comprehensive basis of accounting, identifying errors and providing guidance on appropriate corrective actions if needed. Skilled in analyzing processes to ensure they are performed in the most efficient and effective manner. Ability to research and interpret accounting literature, rules and pronouncements. Ability to examine, audit, review, analyze, and evaluate financial and operational data. Ability to prepare financial statement working papers and schedules. Ability to utilize problem solving techniques. Ability to perform reconciliations and to research and resolve discrepancies. Ability to communicate clearly and effectively, both verbally and in writing. Ability to plan, organize and conduct activities independently with minimal supervision. Ability to develop, implement and enhance procedures and controls. Ability to exercise property judgment. Ability to work effectively with other department offices, other State agencies and the public. Ability to work effectively as a team member (teamwork, open-mindedness and a cooperative attitude). Ability to perform duties under pressure and time constraints and meet deadlines.

    MINIMUM QUALIFICATIONS: Four years of work-related experience in an accounting or auditing related field or a college degree in a business-related field can be substituted on a year-for-year basis for the required experience.
