    DUTIES AND RESPONSIBILITIES:

  • Incumbent reports to, works with and assists the Senior Management Analyst Supervisor in the duties related to the managerial position including, but not limited to, the preparation and administration of the Unit's budget. The Senior Management Analyst Supervisor is a Managerial employee as defined in section 447.203(4), F.S.

  • Manages contracts for DOEA programs and special projects. Related duties include reviewing expenditure reports, deliverables, programmatic reports, and requests for payments to assure effective and efficient utilization of funds in compliance with requirements in contracts/agreements and the mission of the Department; providing technical assistance to area agencies and other direct recipients of departmental funds to facilitate management of DOEA programs and responds to issues related to contracts and contractor operational performance; assisting in identifying and developing training materials and providing training to area agencies, service provider staff, and others as appropriate.

  • Facilitates the Department’s monitoring of area agencies by providing input to assure the administration of federal programs, the delivery of services, and the agency’s operation comply with established standards and produce outcomes consistent with the Department’s contracts or agreements and mission. Reviews and provides written comments, as applicable, on draft and final reports of monitoring findings, recommendations, and required actions and oversees the approval and implementation of corrective action plans or other required measures.

  • Responsible for work on the project design and implementation of grant funded initiatives, such as SHINE (Serving Health Insurance Needs of Elders) program; examples include preparation of management materials and other governing documents to support initiation of new service delivery models, development of operational protocols, establishment of quality assurance standards, leadership of stakeholder workgroups. Coordinates internal and external activities involving the Department and partners from the aging network, state agencies, stakeholder groups and other entities relevant to meeting grant objectives.

  • Provides support to DOEA management through the following activities: assistance in the administration of the agency’s budget by reviewing proposed contracts and contract amendments for accuracy of departmental budget allocations and appropriations; analysis of confidential information related to budget development and budget allocations for the Department and contract providers, personnel records, and consumer records; research into issues related to AAA internal operations, program management and service delivery systems for DOEA administrators and directors, and assistance in developing and implementing immediate responses or action plans designed to address or resolve problems in an effective, efficient, and timely manner; provision of technical assistance to Contract Administration as requested for developing contracts/agreements for programs within designated area of responsibility, including review and comment on agency standard contracts; participation in workgroups to address specific issues related to the Department’s internal operations or administration of programs and services through area agencies on aging and other service providers as assigned; and research and develop documents for reports and presentations including, but not limited to, legislative bill analyses and legislative budget requests.

  • Responds to consumer inquiries to ensure needs are addressed and to assist with the resolution of complaints.

  • Serves as program representative or lead staff for programs or special projects, boards, commissions, etc. as assigned.

  • Complies with and monitors (when applicable) the mandatory requirements in Section 215.42, F.S., and Ch 3A-24, Florida Administrative Code. This is a confidential position as defined in Section 447.203(5), F.S.

  • Maintain up-to-date knowledge of federal and state laws and rules pertaining to the oversight of the programs and contract management.

  • As part of the contract manager responsibilities, incumbent is required to maintain continuing professional education and training in the contracting process as deemed appropriate by the Department, including an annual review of the Contract Manual and any updates.

  • Performs other duties and special projects as required.

    KNOWLEDGE, SKILLS & ABILITIES REQUIRED:

  • Knowledge of aging service delivery systems, management principles, and AAA and service provider operations.

  • Knowledge related to performance infrastructure and quality management.

  • Skills related to use of computer equipment and software to enter, retrieve and manipulate data.

  • Ability to evaluate performance improvement/assurance projects through data research, analysis, and tracking.

  • Ability to develop and evaluate reports, make recommendations and monitor outcomes.

  • Ability to develop, coordinate and/or deliver presentations and training programs to staff, consumers, public and provider representatives.

  • Knowledge of federal and state laws, including policies, procedures and rules pertaining to the management, administration, and monitoring of contracts.

  • Maintain continuing professional education and training in the contracting process as deemed appropriate by the Department.

  • Ability to understand, interpret and apply laws, rules, regulations, policies and procedures.

  • Ability to develop and review monitoring procedures and criteria.
