Overview
The Business Services Directorate is seeking a business analyst to join our quest to modernize and transform our core business systems. In this role, you will have the opportunity to work with a diverse set of stakeholders to create the roadmap, lay the foundation, and implement the business systems of the future.
The Business Services Directorate (BSD) delivers essential financial, contractual, and project management capabilities to Pacific Northwest Laboratory (PNNL) that are required as part of the management and operations contract to operate PNNL on behalf of the Department of Energy (DOE). BSD’s purpose in delivering these capabilities is to provide efficient, effective, and compliant business services in order to increase the scientific impact of PNNL.
Responsibilities
As a Modernization and Transformation Analyst, you will help business stewards and their operational level leadership improve the effectiveness, efficiency, compliance, and affordability of their business processes and work-flows through elicitation, evaluation, and specification of requirements and improvement opportunities related to process, people, and technology. Specifically, this position executes the following primary responsibilities:
Facilitate working sessions and communication with diverse stakeholder groups including executive and senior management, R&D staff, M&O program stewards, subject matter experts, and information technology staff.
Elicit and analyze business requirements, rules, and improvement opportunities.
Document business processes and knowledge using standard tools such as business process diagrams, data models, state transition models, use case scenarios, business rules, and definitions.
Identify process interfaces, gaps, variances, inconsistencies, and user experiences.
Identify opportunities for improvement, streamlining, cost reduction, efficiency.
Monitor and measure (qualitative and quantitative) business process and information performance (actual and simulated).
Develop improvement agendas (or road-maps) for business capability improvement.
Develop business cases for potential business solutions.
Develop business requirements for software solutions.
Serve as liaison to facilitate the design and development of technical solutions between the business stakeholders and solution providers.
Assist with people (culture) change management.
Perform relationship management between business stakeholders and their digital platform managers.
Contribute to the BSD strategic planning process by bringing a broad and deep knowledge of existing business systems, their integration points, technical health, and fitness for business purpose.
Qualifications
Minimum Qualifications:
BS/BA and 7 years of relevant experience -OR-
MS/MA or higher and 5 years of relevant experience
Preferred Qualifications:
Experience identifying business requirements, formulating solutions, defining and reviewing configurations, and testing as part of a Software as a Service (SaaS) or Platform as a Service (PaaS) implementation. For example – cloud versions of Salesforce, Oracle, Workday, or SAP.
Experience in process modeling and design, organizational development, operational and business support, or related field.
Experience with business intelligence reports, dashboards, and applications using Microsoft Power BI.
Experience implementing modern technologies to replace aging legacy systems.
Experience developing actionable long-term improvement strategies.
Experience implementing enterprise/business architecture discipline and techniques (e.g. TOGAF, Zachman, Federal Enterprise Architecture).
Experience implementing and using enterprise/business architecture and enterprise process improvement tools. We use Orbus iServer, but experience with that specific tool is not required.
Knowledge of PNNL and Battelle process management based on experience related to conduct of research and operations is strongly desired.
Excellent communication skills, facilitation skills, and experience with change management.
Experience preparing return-on-investment analyses.
Experience in statistical analysis.
An understanding of policies, standards, management systems and procedures.
Experience serving as a Product Manager in an agile/scrum software development and improvement environment.

To obtain this credential, new employees must successfully complete and pass a Federal Tier 1 background check investigation. This investigation includes a declaration of illegal drug activities, including use, supply, possession, or manufacture within the last year. This includes marijuana and cannabis derivatives, which are still considered illegal under federal law, regardless of state laws.
