THIS ISNOTA TELEWORK POSITION. CANDIDATE WILL BEREQUIRED TO WORK IN A PHYSICAL DCF OFFICE.

Location is open Statewide. The position location will be based on the selected candidate.

Some travel will be required.

This is a full-time Career Service position, working 40 hours per week.

Regular business hours are 8:00 am - 5:00 pm EST, Monday to Friday.

Salary to be determined, based on experience, up to $54,000 min to $57,000 max.

If selected for hire, current DCF employees will be compensated in accordance with the DCF salary policy.

Required Minimum Qualifications:

  • A bachelor’s degree from an accredited college or university. Professional experience as described below can substitute on a year-for-year basis for the required college degree (minimum 4 years).

    • Note: Be prepared to provide a copy of your degree/diploma or request official transcripts from your school in a sealed envelope. Unofficial transcripts are not accepted. All documents must be in English, clear, and legible, showing all signatures and pertinent details. Foreign degrees must be validated by a third party to meet the US equivalency requirements. All costs are the responsibility of the applicant.
  • Two (2) or more years in Economic Self Sufficiency (ESS) program policies, and sufficient knowledge and expertise in the ESS operational processes.

  • Two (2) or more years in Food Assistance (FA), Temporary Cash Assistance (TCA) and Refugee Cash Assistance (RCA) eligibility, including federal administrative policies, procedures, guidelines, and directives related to program eligibility, and a solid working knowledge of other public assistance programs administered by DCF.

    Preference will be given to candidates who meet the following:

  • Two (2) or more years in technical and professional writing. Ability to communicate effectively in all modes.

  • Two (2) or more years in collecting, evaluating, and analyzing data to develop alternative recommendations, solve problems, document workflow and other activities relating to the improvement of the ESS business model. Ability to organize data into logical formats for presentation in reports, documents, and other written materials.

  • Demonstratable knowledge of ESS databases and information technology systems.

  • Preference will be given to applicants who can work in the Centre of Tallahassee – Headquarters office.

    POSITION DESCRIPTION

    This is a highly responsible professional position in the Headquarters’ Policy Unit of the Economic Self Sufficiency (ESS) Florida Program Office.

    This position assists the unit supervisor by acting on their behalf as necessary and assisting with the assignment, review and approval of work related to Food Assistance (FA), Temporary Cash Assistance (TCA) and Refugee Cash Assistance (RCA) eligibility. This position must maintain a thorough knowledge of FA, TCA and RCA eligibility by reviewing federal administrative policies, procedures, guidelines, and directives related to FA, TCA, and RCA eligibility, and a solid working knowledge of other public assistance programs administered by the Department of Children and Families (DCF). This position assists in the evaluation and assessment of proposed changes to eligibility and operations; identifying potential problems; and, recommending appropriate actions necessary to prepare administrative rules, state plans, legislation, and policy materials, including FA, TCA, and RCA policy transmittals, clearances, technical assistance, and training.

    The duties and responsibilities include, but are not limited to the following:

  • Reviews FA, TCA, and RCA related work products for accuracy, conciseness, and professional quality, making recommended editorial changes as needed.

  • Analyzes the need for and recommends changes to FA, TCA, and RCA policy and/or procedure based on a thoughtful review of all available resources including input from regional staff and performance reports, budget, and appropriate data sources.

  • Works with management, staff, and federal stakeholders to identify, evaluate and assess the impact of externally proposed changes to FA, TCA, and RCA policy and recommends appropriate action. This includes review of the Florida Administrative Code (FAC); federal regulation; other federal and state policy directives; and Florida Statutes for FA, TCA, and RCA programs to ensure eligibility policy is in compliance with all state and federal expectations.

  • Assists in ensuring the FAC related to FA, TCA, and RCA eligibility are current by participating in the development of rule amendments; prepares for and attends public hearings for rule promulgation as required.

  • Provides technical assistance related to FA, TCA, and RCA eligibility policy to regional and headquarters staff. This guidance may be oral or written, and must be correct, clear, and concise.

  • Attends meetings within DCF, partner agencies, and other interested parties as a FA, TCA, and RCA eligibility policy expert to provide input and impact observations on related issues. Assists management in advance of attending meetings within DCF, partner agencies and other interested parties related to FA, TCA, and RCA eligibility policy by providing materials for program presentations, special management reports and project evaluations.

  • Acts as SNAP Employment and Training and TANF policy liaison.

  • Performs other related duties as assigned.

  • Knowledge of Economic Self-Sufficiency (ESS) program policies for Food Assistance (FA), Temporary Cash Assistance (TCA) and Refugee Cash Assistance (RCA) eligibility, including federal administrative policies, procedures, guidelines, and directives related to program eligibility, and a solid working knowledge of other public assistance programs administered by DCF.

  • Knowledge of ESS databases and computer systems.

  • Skill in technical and professional writing.

  • Sufficient knowledge and expertise in the ESS operational processes.
