This is a hightly responsible professional position reporting to the Marketing and Health Communications Manager. This position serves as the Contract Manager for the Program's media campaign and marketing services contract and requires excellent verbal and written communication skills, good organizational management skills, and the ability to work independently. This is a tobacco-free position.

Responsible for contract management of the assigned contract and performs contract management duties, including monitoring the contract budget; working with the Program Manager and Budget Manager on all budget approvals and encumbrances; maintaining updated forms and documents, managing all contract actions such as encumbrances and amendments, reviewing and processing of deliverables, and maintains the contract file.

Completes contract monitoring activities as required. Monitors all activities performed by the Vendor, in conjunction with the Marketing and Health Communications Manager, to ensure that tasks are completed within the standards set by the Department.

Conducts site visits performs an onsite or desk audit each contract term to verify the accuracy of vendor statements, justification, financial or personnel records to ensure proper usage of state funds. Initiates corrective action to ensure contract compliance as needed. Performs Programmatic Monitoring to review, evaluate and validate the providers actual performance compared to the specific program goals and outcomes required by the contract.

Reviews and processes invoices, submitted by the vendor, into the designated invoice submission and tracking system once contract deliverables have been satisfactorily completed, and acts as the Department’s liaison in all disputes with the Vendor denying or reducing payment, if appropriate .

Uploads contract actions into the Florida Accountability Contract Tracking System (FACTS). Processes all requests in the designated Contract system/portal for payments.

Performs Annual Contract Monitoring Plans to provide a summary of the planned monitoring activities are being performed. Perform a Risk Assessment to assist with the development of an achievable monitoring plan.

Records all verbal and written communication regarding the contract and maintains both a paper and electronic contract file. Also ensures the Contract Administration and Oversight electronic contract file remains up to date. Maintains adequate contract manager file documentation for review at least every six months .
