    SPECIAL NOTES:

    High School Diploma or equivalent isrequired.

  • Professional Accounting and/or Auditing experience.

  • One (1) or more years of professional payroll experience and accounting/auditing related duties.

  • Florida Accounting Information Resource (FLAIR).

  • Compiling and analyzing fiscal data.

  • Ability to use a 10-Key Calculator.

  • Payroll experience in an office setting.

    Employees of the Department of Financial Services are paid on a monthly pay cycle.

    MINIMUM QUALIFICATIONS FOR THIS POSITION INCLUDE THE FOLLOWING REQUIRED ENTRY LEVEL KNOWLEDGE, SKILLS, AND ABILITIES:

    Knowledge and proven abilities of accounting principles, practices, and procedures. Knowledge of the methods of data collection. Ability to prepare and maintain a variety of accounting records. Ability to analyze and interpret accounting data. Ability to create and utilize existing spreadsheet applications with thorough knowledge and proficiency in Excel. Must be a self-starter with the ability to work in a fast-paced environment and manage competing deadlines. Ability to understand and apply applicable rules, regulations, policies, and procedures relating to an accounting program. Ability to plan, organize and coordinate work assignments. Ability to communicate effectively. Ability to establish and maintain effective working relationships with others. Ability to work independently yet cohesively within the section to maintain internal control measures. Ability to utilize problem-solving techniques.

    BRIEF DESCRIPTION OF DUTIES:

    Audit and initiate Florida Retirement System (FRS) adjustments requested by the Division of Retirement and State agencies, i.e., three (3) percent Retirement Refund Invoices. Maintain files of such adjustments. This includes auditing record updates, vouchers, and journal transfers to refund or collect money from/to the employee and/or agencies. Interface with the agencies to ensure the correct processing of these transactions.

    The daily audit and reconciliation of Optional Annuity Program (OAP) / Optional Retirement Program (ORP) Retirement contributions and the bi-weekly submission of these contributions to the Division of Retirement.

    Assists with the timeliness and accuracy of payroll tax deposits to the Internal Revenue Service (IRS) and completion of daily morning work crucial to the tax liability schedule.

    Perform daily/monthly reconciliation and post audit of the employment tax trust funds following established procedures. Initiate journal transactions and vouchers to refund or collect taxes as required. Interface with agencies to insure the correct processing of these transactions. Maintain tracking system and files for refunds and collections.

    Responsible for the audit of employment tax refunds and collections requested by agencies. Audit requests from agencies for annuity, deferred compensation, medical care reimbursement account refunds and dependent care refunds, and ensuring proper remitting and reporting of payroll taxes. Initiate record updates, payments and collections as required. Interface with agencies to insure correct processing of these transactions. Maintain tracking system.

    Ability to calculate taxes on payroll documentation and payroll questions. Independently answer tax and payroll phone calls as needed.

    Prepare and maintain internal written desk procedures. Cross train and assist team members with task completion as needed. Analyze processes, identify, and report any needed process changes. Perform other duties as requested.
