What You’ll Get to Do:

As a CACI-SOAS Knowledge Manager, you will provide specialized support for creating, testing, migration, documentation, maintenance, and daily operation of customer record keeping and data management at the compartmented level. The Contractor shall perform the following tasks in support of a Joint Task Force:

  • Perform general data administration, including manually inputting data; creating, modifying, and deleting data (per government policy parameters); researching and analyzing data; and scanning and uploading documents and data files.

  • Implement, manage, and support Knowledge System Tools (SharePoint, Web Development, and customer communication systems as required).

  • Engage as the Subject Matter Expert on selected platforms, including but not limited to: Microsoft SharePoint, Microsoft Office 365 and emerging collaboration tools as identified to satisfy information requirements successfully.

  • Provide solutions by analyzing business needs and processes; recommending the best methodologies and tools (from approved platforms).

  • Define and test access privileges, control structures, and resources, using periodic audits to identify any security violations and vulnerabilities.

  • Provide extensive experience creating SharePoint out of the box apps or collaborative tools to include lists, document/form libraries, discussion boards, survey’s, calendars, the ribbon, webparts, workflows, PowerApps, InfoPath, etc., and seamlessly integrate SharePoint with other Microsoft products coordinating across the organization to ensure enterprise solutions are utilized.

  • Perform SharePoint Site Collection Administration to include managing permissions – restrict and revoke access as required. Create, leverage and manage content types, site columns, lookups and templates for re-use in sites. Determine and create scalable structure for top level, directorate, division, and branch sites. Ensure uniform navigation throughout sites. Manage search scopes and create project / document dashboards.

  • Maintain the SharePoint environment to include constantly revisiting and reviewing content to ensure business relevance. Customize and maintain landing page to encourage traffic and user adoption. Monitor site usage and follow up on dormancy on a regular basis. Monitor to ensure workflow and tasks are working correctly, perform ongoing research to determine SharePoint’s current and future capabilities and liaise with the 6 / Communications regarding the migration of sites when necessary.

  • Provide end-user support and encourage user adoption. Act as Tier 1 support for end-users and site designers. Train end-users on basic functionality.

  • Continually work towards meeting information assurance policies and regulations according to DoD, NDSA, DISA, NIST and other IA related military/federal requirements.

More About the Role:

Other duties include but are not limited to:

  • Design, develop, and deliver approved functional file plans that meet SOF, Service Component, Joint Service, DoD, NARA, and Federal Government records management standards.

  • Perform data cleansing as appropriate, provide data migration support in order to migrate documents from file shares into the records repository and provide a conversion reconciliation report.

  • Manage the user profiles, security of information, troubleshoot technical and administrative issues, provide training, and enhance the capabilities of the system as required.

  • Serve as an expert in the field of Records Management, assist and participate in the deployment and continuous improvement of the Records Management program while offering suggestions for managing the large collections of “War Records” coming to USSOCOM from operationally forward locations along with the data collection at USSOCOM Headquarters.

  • Ensure knowledge is kept up to date and significant knowledge to organizational memory is recorded. Analyze the effectiveness of knowledge management programs and initiatives by observing usage and evaluating impacts in terms of organizational benefits.

  • Develop secure, up-to-date, and on-demand access to knowledge and foster continuous innovation.

  • Provide excellent analytical and problem-solving skills, advanced business writing skills, good interpersonal and communicating skills, as well as an in-depth understanding of business procedures to inform decision makers.

  • Develop, update, maintain, and produce content for knowledge bases, FAQs, and web-based tools to document and share learning.

You’ll Bring These Qualifications:

  • The minimum education and experience for this position is a bachelor’s degree plus 3 years of recent specialized experience, an associate’s degree plus 7 years of recent specialized experience, a major certification plus 7 years of recent specialized experience, or 11 years of recent specialized experience.

  • Current Top Secret/Specialized Compartmented Information Security Clearance.

  • More than three years of Knowledge management/data management experience

  • Expert/high competence in the use of Microsoft Office 365 (MS SharePoint)

  • Experience developing and maintaining custom workflows (MS Workflow)

  • Experience building MS Office macros

  • Experience coding in Javascript, html, Python, ArcPy (limited python scripting specific to ArcGIS) and VBA (within Microsoft applications) to develop custom tools and processes

  • Knowledge Management experience coordinating Data Warehousing, with an understanding of data Architecture

  • Experience with Intelligence Oversight requirements

These Qualifications Would be Nice to Have:

  • More than three years as a KM Administrator

  • More than three years of operations-intelligence and or security assessment support and analysis experience within the DoD or IC.

  • Experience with the design and development of user interface features, site animations, and HTML knowledge.

  • More than five years of military experience, and/or a combination of military and IC Agency experience, including recent combat deployments, and be well-versed in all areas of military intelligence.

  • Direct experience providing operations or intelligence support.

  • Utilize HTML, CSS and JavaScript, RGB, CMYK, UI/UX design in recommended solutions. Collaborate with web development teams to enhance recommended customer products.

Pay Range : There are a host of factors that can influence final salary including, but not limited to, geographic location, Federal Government contract labor categories and contract wage rates, relevant prior work experience, specific skills and competencies, education, and certifications. The proposed salary range for this position is:

$70,900 - $148,900
