This position can be hired at two different levels: PROJECT MANAGER II or PROJECT MANAGER III

POSITION CONCEPT

The ADI (Advanced Distribution Infrastructure) Project Manager is responsible for leading the execution and success of the Advanced Distribution Infrastructure (ADI) initiatives. This position involves managing the comprehensive lifecycle of ADI projects, from initial planning and design through to deployment. The ADI Project Manager will coordinate with cross-functional teams, ensuring that project goals align with organizational objectives and industry standards. They will oversee project timelines, budgets, and resource allocation, while also mitigating risks and resolving issues that arise during the project

PRIMARY DUTIES AND RESPONSIBILITIES

  1. Manage the planning, engineering, procurement, construction, and start-up of multiple capital projects. Manage project scope, cost, time, risk, quality, procurement, communications and human resources in order to drive project execution and meet project objectives. Management responsibilities begin with project initiation and include planning, execution, monitoring and controlling, and project close-out. Be accountable for project performance measured by safety, schedule, financial, and operating goals. (50%)

  2. Ensure project business cases are well developed and understood. This includes, as necessary, development of varying solutions or scope options for comparison, economic analysis, and development of non-economic project justification. Ensure the business case is well documented in project authorization documents (PSA, CIR, PCR). (10%)

  3. Manage development of project execution plans and ensure adherence to the project specific plans or to the standard project management procedures as appropriate. Lead decision making concerning the extent to which detailed project specific plans are required. Ensure plans are updated when needed to meet changing conditions or requirements. Ensure the project plans, estimates, and schedules are reasonable and achievable. (15%)

  4. Effectively plan, organize, and coordinate the work of station personnel, multi-discipline engineers, construction supervisors, procurement personnel, project planners, project controls analysts or others assigned to a project team, in a manner that supports the project, company and department goals and objectives. (15%)

  5. Manage project communications. Identify project stakeholders and keep them well informed; effectively facilitate regular project team meetings; deliver engaging, informative, well-organized presentations; resolve and/or escalate issues in a timely fashion; and understand how to communicate difficult/sensitive information tactfully. Ensure accurate project status reporting. Provide updates on cost, schedule, status, and critical items which may materially affect project performance or department or company operations. Present project status to management and key stakeholders on a regular basis. (10%)

SUPERVISION

Direct Supervision: May provide direct supervision for project administration staff and project contracted support staff.

Indirect Supervision: Project teams made up of engineering, construction, project controls, contracts IT and other disciplines as required during project related activities.

RELATIONSHIPS

Key Internal: Frequent interface with station managers, supervision, and planning and budgeting groups, engineering, contracts department, environmental health and safety, general accounting, information services, regulatory and other departments within the company; Frequent contact with Directors; Occasional contact with Vice President or President.

Key External: Frequent contact with outside engineering and construction firms, equipment and material suppliers; Occasional contact with federal, state and municipal regulators.

WORKING CONDITIONS

Frequent driving between locations; Must have ability to obtain a passport and travel by air as needed; Expected to be at the office a minimum of three (3) days per week; Occasional travel and storm restoration overtime is required.

LEVEL: PROJECT MANAGER II

QUALIFICATIONS

Education

Required: Bachelor's Degree from a regionally accredited institution in Engineering, Construction, Business or a related field

Preferred: MBA or graduate degree in Engineering Management desirable

Licenses/Certifications

Preferred: Professional Engineering License, PMP certification

Additional Duties and Responsibilities

6.) Manage increasingly complex projects involving capital improvements, maintenance projects, process changes and/or new process projects.

7.) Identify Project Management processes in need of improvement and work to develop and maintain Project Management standards, procedures and tools.

Related Experience

Required: A minimum of 7 years of work experience comprised of all the following:

a) Contract Administration (not mentioned in D&R)

b) Scheduling (CPM scheduling)

c) Budgeting Systems and Cost Controls

d) Contractor Claims Negotiations

Preferred: Electric Delivery (ED) System Infrastructure (Design and/or Construction)

Supervisory Experience

Preferred: Minimum of 5 years of direct or indirect supervisory experience

Knowledge/Skills/Abilities (KSA)

Required: Proven ability to develop detailed project schedules and project cost control systems. Proven ability to analyze schedule and/or cost information and take corrective actions as necessary. Knowledgeable on requirements to contract and manage outside Engineering/Consulting organizations for completion of multidiscipline projects.

Preferred: Skilled at identifying the readiness of a project team and able to refocus/retrain or restaff as needed.

LEVEL: PROJECT MANAGER III

ADDITIONAL PRIMARY DUTIES AND RESPONSIBILITIES

In addition to the Project Manager II:

  1. Manage increasingly complex projects or first of a kind projects with higher process and execution risks, additional technical challenges and larger budget levels.

  2. Manage large EPC or large multidiscipline outside Engineering/Consulting contracted projects.

QUALIFICATIONS

Related Experience

Required: A minimum of 8 years of work experience comprised of all the following:

a) Contract Administration (not mentioned in D&R)

b) Scheduling (CPM scheduling)

c) Budgeting Systems and Cost Controls

d) Contractor Claims Negotiations

Preferred: Electric Delivery (ED) System Infrastructure (Design and/or Construction)

Supervisory Experience

Preferred: Minimum of 7 years direct or indirect supervisory experience

Knowledge/Skills/Abilities (KSA)

Required: Project Management skill level proven to be the “go to” person when high profile projects need managing. Proven skill as mentor for less senior personnel. Proven ability to successfully manage long term, complex and large budget projects.

Preferred: Demonstrated understanding of broader business issues and practices.
