Citigroup SVP, Global Head of KYC Quality Control Framework (Hybrid) in Tampa, Florida

Serves as a senior compliance risk officer for Independent Compliance Risk Management (ICRM)’s team responsible for assessing compliance risks and controls implemented by the first and second line of defense. Also responsible for performing independent reviews to assess the design and effectiveness of key controls designed to address compliance risk; reporting and escalating control issues and any violations of laws or breaches of policy; and validating adequacy of remediation taken to address reported issues.

The Global Head of the Know Your Customer Quality Control Framework will be responsible for executing the Global KYC Post Execution Quality Review Program for Foreign Correspondent Banks and Payment Intermediaries and the Global KYC Quality Control Program to successfully manage, monitor and measure the effectiveness of the Global KYC Program. The role requires proactive engagement with various stakeholders to build strong, collaborative relationships, in order to deliver an effective KYC Quality Program. The overall design, development, implementation, and oversight, specifically relates to KYC profile quality, root cause trend analysis of issues raised through various internal and external controls and coordination and oversight of regulatory requests. The objective of this program is to provide indications of unsatisfactory performance, and to facilitate the prompt correction of Know Your Customer poor quality execution.

Key Activities include:

  • To deliver and maintain a Global KYC Quality Framework to provide a mechanism for identifying key money laundering KYC risks and how the mitigation of those risks would be monitored and measured through a robust control framework.

  • Develop, implement, and enhance KYC Quality Review Standards applicable to the Business and Global Enhanced Due Diligence teams, to measure the performance of the Business and other AML functions and identify exceptions and areas for improvement.

  • Manage a team of staff to deliver the Global Quality Framework and invest in the development of all team members to ensure consistent execution.

  • Serve as a lead reviewer for KYC Quality reviews, analyzing report findings, having discussions with corresponding control/process owners, calibrating, disputing and communicating findings to corresponding control/process owners.

  • Serve as KYC Quality Representative to Senior Governance meetings.

  • Establish a formal Feedback Channel with the Businesses, Global Enhanced Due Diligence, Internal Audit and other Compliance Independent Assessment teams to ensure that root cause analysis is performed proactively and communicated to relevant stakeholders through the established channel. In addition, review, consolidate, address, and track to resolution significant issues identified through root cause analysis to senior management.

  • Participate in the planning, executing, and reporting of other Compliance Independent Reviews and regulatory issue validation activities.

  • Ensure the timely delivery of high-quality, value-added quality reviews and Governance reports ,

  • Develop effective relationships AML function and with other stakeholders including Business process owners and Internal Audit function.

  • Identify industry best practices and share insight with teams on a regular basis.

  • Inform management of significant compliance matters that require their attention or action.

  • Additional duties as assigned.

Qualifications:

  • 10+ years of experience

  • Expertise of Compliance laws, rules, regulations, risks and typologies

  • Experience in planning, executing, and reporting on compliance testing reviews and regulatory issue validation activities

  • Knowledge and extensive experience with auditing principles including audit planning, risk assessments, development of risks and controls matrices, processes and controls design assessments, controls operating effectiveness testing, transactional access segregation of duties, transactional testing, surveillance systems, and reporting activities

  • Demonstrated career progression within highly respected diversified institutions with complex and diverse products and customers

  • Understanding of rules, laws, and regulations, and specific regulatory requirements impacting financial services and [insert product, function, legal entity or regional nature of role as required]

  • Strong interpersonal skills for building strong relationships with stakeholders and engaging teams

  • Effectiveness in working within a large scale and complex matrix organization is essential

  • Effective negotiation skills, a proactive and “no surprises” approach in communicating issues, and strength in sustaining independent views

  • Excellent oral communication and writing skills in interacting with non-executives and executive management and across a number of business lines and control functions

  • Willingness to travel

  • Must be a self-starter, flexible, innovative and adaptive

  • Highly motivated, strong attention to detail, team oriented, organized

  • Strong presentation skills with the ability to articulate complex problems and solutions through concise and clear messaging

  • Ability to work collaboratively with regional and global partners in other functional units; ability to navigate a complex organization; to influence and lead people across cultures at a senior level

  • Experience in managing regulatory exams and relationships with examiners, auditors, etc

  • Awareness of regulatory requirements including local and US laws, international and industry standards

  • Advanced knowledge in area of focus

Education:

  • Bachelors (4 Year University) Degree or equivalent experience in compliance, legal or other control-related function in the financial services firm, regulatory organization, or legal/consulting firm, or a combination thereof; experience in area of focus required

  • Master's degree preferred

$130,880.00 - $196,320.00
