Minimum Qualifications NON-COMPETITIVE MINIMUM QUALIFICATIONS: Program Operations Specialist 1: A bachelor’s degree in a human services field and two years of experience in a federal or state certified human service program. One year of this experience must have been in a professional administrative position in which a major duty involved planning, coordinating, monitoring or evaluating a provision of services for people with developmental disabilities. This experience must have included information gathering and analysis.A Juris Doctor, master's or higher degree in a related field can substitute for one year of specialized experience. Program Operations Specialist Trainee 1: A bachelor’s degree in a human services field. COMPETITIVE MINIMUM QUALIFICATIONS: Candidates must be reachable for appointment on the current Civil Service Eligible List or the Professional Career Opportunities (PCO) Eligible List for this title. REASSIGNMENT QUALIFICATIONS: Current Office for People with Developmental Disabilities employees with one year of permanent, contingent permanent, or 55 B/C service as a Program Operations Specialist 1. If you have less than one year, you must be currently reachable on the eligible list. TRANSFER QUALIFICATIONS: Candidates must have one year of permanent competitive or 55-b/c status in the posted title and be eligible for lateral transfer; OR be eligible to transfer via Section 70.1, 70.4, or 52.6 of Civil Service Law. The transfer cannot be a second consecutive transfer resulting in an advancement of more than two salary grades. Candidates hired at the trainee level will be advanced to the full performance Program Operations Specialist 1 SG-18 following the successful completion of the traineeship.

Duties Description This position will be responsible for supporting the Care Coordination Organization Health Home (CCO/HH) oversight team Director/leadership and staff in the Division of Quality Improvement (DQI) on the evaluation, analysis and related coordination activity for all CCO oversight activities using review information and data output produced from DQI’s CCO/HH oversight tools and activities primarily performed by DQI’s new CCO/HH oversight team, other DQI divisions (e.g., PCRs conducted by Bureau of Program Certification (BPC); incidents; etc.), and potentially information and data from other Divisions and DOH as applicable to CCO/HH performance, certification, redesignation, and quality improvement. . As such this team member will be an integral part of the vision and work of the centralized DQI CCO oversight team in working to identify quality concerns and improve the quality of CCO/HH services from multiple domains and levels (e.g. system/program level, CCO/HH organization level, and individual level through improved progress/outcomes). This team member will focus on information and data design strategies to help improve survey tools and processes; data compilation, analysis, reporting and coordination. The team member will also support evaluation activities to help facilitate the identification of CCO/HH strengths and challenges at the system/program model level; and compliance and quality concerns within each CCO/HH.This team member will:• Analyze and report on data from all CCO oversight activities; compile and aggregate data and be able to identify trends and issues and make data informed recommendations • Liaison with Divisions/Units responsible for Medicaid billing, CHOICES, and other relevant data sources to ensure that reviewers have needed information to conduct CCO/HH reviews. · Liaison with CCO/HHs to coordinate access to CCO/HH electronic record systems for access to data and records on individuals supported that are needed to complete CCO/HH oversight reviews and all reviews conducted by the BPC and IMU.· Troubleshoot issues related to data and CCO/HH electronic health records· Provide technical assistance to reviewers internally within DQI and liaison with CCO/HH point people within CCOs to problem-solve electronic records access and data issues.· Develop expertise, experience, and ability to analyze all related CCO/HH data sources both within DQI and by liasioning with other OPWDD Divisions and DOH and be able to compile analysis and evaluation reports based on this data that identify strengths and challenges of the CCO/HH program model,specific CCO/HH providers, and compliance and quality issues. Data sources may include but are not limited to: DQI surveys/review activities related to CCO/HH performance; Incident Management data; DOH HH core measure set; NCI data; CCDD Life Plan data exchange; CCO profile data, etc.· Use Microsoft Office products including Word, Excel, Access, and PP to analyze and prepare written reports, presentations, charts, etc. to highlight the stories the data is telling about CCO/HH performance.· Gain expertise, knowledge and experience with data systems used by CCOs,OPWDD, and DOH (including RHIOs, PYSCHES, Medicaid billing data, CMART, CAS, etc.) to help inform understanding of CCO/HH performance and to evolve survey methods and strategies.· Assist in the revision of survey methods and tools to ensure collection of needed data to assess CCO/HH performance.· Participate in ITS meetings and/or projects as needed to ensure review tools and strategies are integrated into DQI's IT systems and as protocol revisions are needed.· Participate in all DQI CCO oversight team meetings and activities as directed and assigned. · Other duties as assigned related to data analysis, coordination of internal/external data, information management, etc. to support the mission of improving the quality of care management services. *Please note: Office location and schedule may vary and will be discussed at the time of interview. Additional Comments • NY HELPS This title is part of the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS). HELPS Program titles may be filled via a non-competitive appointment. This means that you do not need to take an exam to qualify, but you do need to meet the minimum qualifications of the title. If you are hired under the HELPS Program, you will be first be appointed as a temporary employee. In May 2024, if you are performing successfully in the position, your appointment will be changed from temporary to permanent non-competitive. Once you are in permanent status, your official probationary period will begin and you may take any promotion exam for which you are qualified. At a future date (within one year of permanent appointment), employees hired under NY HELPS are expected to have their permanent non-competitive employment status converted to permanent competitive status.
