Raytheon has an exciting opportunity for a Digital Program Lead (DPL) P4 in the Land & Air Defense Systems Strategic Business Unit (SBU) in Tewksbury, MA. The DPL is responsible for the program(s) digital roadmap and the execution of the Digital Technology (DT) scope to support program work environment needs. The successful candidate will be the DT touchpoint for program leadership, program management teams, and functional partners serving as a strategic business partner, escalation point, and a change agent for digital transformation. This role will work in a cross functional environment ensuring effective DT support of program from start-up to sustainment. This is a hybrid position that will require the individual to be based in the Tewksbury, MA area to provide on-site support 3-5 days per week based on program requirements. Relocation to this area is available if the selected applicant meets company policy criteria.

What you will do:

  • DT touchpoint for the SBU Leadership, Program Management teams, and SSBU directors serving as a strategic business partner, escalation point, and a change agent for digital transformation topics for assigned programs.

  • Develop and execute strategic roadmap for DT scope with a focus on streamlining opportunities.

  • Collaborate across DT directorates to find solutions, and lead root cause analysis for numerous and often undefined complex DT program needs.

  • Work in a cross functional environment ensuring effective DT support of program from start-up to sustainment.

  • Manage DT scope, cost, and schedule performance goals.

  • Prepare and present operations reviews, programs status review and roadmap planning.

  • Regular reporting on key performance metrics, financial performance, EVMS, and staffing.

  • Proactive management and execution of risks and opportunities.

  • Partner with engineering and proposal/program management to capture functional requirements, translate requirements into Basis of Estimates and executable plans.

  • Establishes and maintains Program Annual Operating plan (AOP) to track Capital and Expense spending.

  • Work in a cross functional environment with Security, PMO, Engineering, Facilities, and other functions to ensure effective DT support of program from start-up to sustainment.

  • Manage DT material procurement.

  • Partners with Information Assurance (IA) and Security to track the status of infrastructure compliance as it relates to Defense Federal Acquisition Regulation Supplement (DFARS), Cybersecurity Maturity Model Compliance (CMMC), DAAPM Risk Management Framework (RMF) requirements and Joint Special Access Program implementation Guide (JSIG).

  • The successful candidate will champion and document unique technical solutions for use across the broader Raytheon DT community.

  • The candidate must effectively communicate with both internal and external Customers at strategic and tactical leadership levels regarding technical issues, project status and contractual deliverables.

  • Support preparation and/or presentation of weekly/monthly program reviews, Proposal Bid Reviews, EAC, AOP, and Capital Planning.

  • Support IPDS Gate reviews as applicable, including Independent Reviews

  • Directing the efficient use of DT personnel and resources to advance Agile teams and initiatives.

  • Facilitating technical collaboration with 3rd parties (e.g., suppliers) to simplify and accelerate procurement, licensing, and problem resolution for provided tools and equipment.

What you will Learn:

  • Applying your IT oriented technical program and project management skills to defense oriented technical government programs.

  • Managing a cross functional team of IT professionals to execute successfully on Programs to ensure product delivery on time and on budget

  • Managing workforce planning for System Administration and Network Engineering on programs.

Qualifications You Must Have:

  • Typically Requires a bachelor’s degree with 8 years’ relevant experience, an advanced degree with 6 years’ experience. In Lieu of degree, 12 years of relevant and applicable experience will be considered.

  • Active and transferable U.S. government issued security clearance is required prior to start date. U.S. citizenship is required, as only U.S. citizens are eligible for a security clearance.

  • Experience working in a program management, IT, and/or engineering environment.

  • Experience in Software development (Agile/Scrum), Systems integration, and test processes to support activities across the program life cycle.

  • Experience managing digital technology projects.

Qualifications We Prefer:

  • Strong organization skills, demonstrate solid problem-solving skills in anticipating and analyzing needs as well as quickly identifying solutions.

  • Project management and technical skills. Collaboration, teamwork, problem solving, time management, critical thinking, adaptability, planning, some level of technical understanding of IT infrastructure, servers, Operating Systems, or classified computing environments.

  • Experience in a Matrixed organization working across functional areas.

  • Ability to deconflict and manage priorities.

  • Verbal and written skills that allow for presentation to Executive level leadership.

  • Knowledgeable of Contracts, SOWs, BOEs, DT and Engineering (SW & Systems) Processes and Practices.

  • PMP and/or PMX/CMX Certification HIGHLY Desired.

  • Degree in STEM discipline (Information Technology, MIS, Engineering).

The salary range for this role is 96,000 USD - 200,000 USD. The salary range provided is a good faith estimate representative of all experience levels. RTX considers several factors when extending an offer, including but not limited to, the role, function and associated responsibilities, a candidate’s work experience, location, education/training, and key skills.
