Position Summary:

The Galveston Bay Refinery located in Texas City, TX is seeking a Refining Planner which will be accountable for planning and supporting schedule development associated with project related Construction Work Packages (CWP). Responsibilities include supporting construction work package reviews, coordinating P6 execution plan development with execution contractors and Construction Execution Lead, supporting overall project schedule development and general project controls functions.

Key Responsibilities:

  • Participate in project model reviews providing constructability input to the engineering design. Be able to differentiate between Construction vs TAR phase project scope. Understand the general construction sequence.

  • Assist Engineering in the Construction Work Package (CWP) Matrix development. Validate construction start/stop dates vs CWP IFC dates and material delivery dates.

  • Support Engineering CWP IFA reviews.

  • Verify Engineering deliverables are being met as defined by the CWP matrix. Communicate with Engineering regarding schedule impact associated with late deliverables.

  • Coordinate P6 execution planning with contractor planners. Prioritize CWP planning sequence to support overall project development.

  • Conduct CWP field walks with execution contractor planners to ensure complex scope is fully understood.

  • Review P6 plans for manhour accuracy, planning logic, contractor resources and additional coding requirements as defined by Project Planning Guidelines.

  • Work with project Scheduler to verify external logic between CWPs and CWP milestones is correctly tied within the master schedule.

  • Work with Operations to develop equipment outage timelines as they pertain to unit revamp scope.

  • Work with execution contractor and Engineering to help resolve Requests for Information (RFI) during planning and execution phases.

  • Review weekly Project Controls and MPC Scheduler progress reports. Identify areas of concern and provide recommendations to Construction Execution Lead.

  • Monitor the negative float report and work with the Construction Execution Lead and MPC Scheduler to develop action plan.

  • Monitor Master Schedule for potential manpower level adjustments. Communicate recommended manpower adjustments to Construction Execution Lead.

  • Meet bi-weekly with assigned contractors to review safety issues, contractor Key Performance Metrics, manpower levels and manpower hiring plans.

  • Assist in construction execution cost estimate development.

  • Communicate execution timelines to Engineering regarding short duration system outages. Ensure Engineering alignment regarding MOC status prior to system outage.

  • Support project Turnover process as needed to close out project scope.

  • Participate in weekly Field safety audits and provide feed back to the project execution team.

  • Backfill Construction Execution Lead as needed.

Education and Experience:

  • Bachelor’s Degree preferred, but not required.

  • Marathon Petroleum requires High School diploma or GED required; (Education must be obtained/completed prior to start date)

  • P6/Primavera experience preferred

  • Strong communication skills, oral and written.

  • 4+ years experience required with engineering, major projects or maintenance planning.
