POSITION SUMMARY:
The Galveston Bay Refinery is seeking a Project Controls Specialist – Cost Estimator to support the delivery of capital and expense projects.
The Cost Estimator will provide comprehensive cost estimating support for Galveston Bay engineering projects and will work closely with Project Management, Engineering, Global Supply Chain, and Construction teams to ensure projects are developed and executed so that performance is continuously improved.
The Cost Estimator will report within the Engineering & Major Projects Department and will support small, medium, and major projects. Capital projects estimating experience is preferred.
KEY RESPONSIBILITIES:
Perform estimate assurance for engineering contractors developed FEL-1, FEL-2 and FEL-3 estimates for medium and major projects; identify gaps and risk areas in cost estimates.
Provide rough order of magnitude estimates to evaluate various conceptual alternates and support economic evaluations for small, midcap and large projects.
Generate conceptual MTOs based on PFDs, P&IDs and plot plans.
Coordinate and perform the development of FEL-3 estimates for small projects as needed.
Collaborate with site construction groups for all phases of engineering projects.
Ensures alignment with corporate policies and procedures to establish consistency and accuracy in project estimating and budget establishment.
Interfaces with Project Leaders to gain a complete understanding of the project scope.
Performs top down, bottom up, unit rate and factored estimates as required to support small to medium size projects.
Performs check estimates in support of the refineries major projects group (validation of industry factors and refinery norms used in developing the estimate.)
Develops or contributes to a central repository for storing historical data and maintaining refinery estimating norms with the collection, data storage, and publishing of project metrics.
Perform job walks as necessary to support estimate development.
Maintain and improve estimating tools to be used by project engineers in the development of small project estimates.
Performs periodic training on estimating topics to the Engineering Department.
EDUCATION AND EXPERIENCE:
A High School Diploma or equivalent is required. Bachelor’s degree is preferred. Preferably in Construction Management, Engineering, or equivalent project controls estimating experience. ( Education must be obtained/completed prior to start date)
Construction field experience or multi-discipline and capital project estimating is preferred.
Computer/Technical Proficiencies: Advanced skills and knowledge with the following: 1) AspenTech Capital Cost Estimator, 2) AspenTech In-Plant/Capital Cost Estimator, 3) Proficiency in MS office products, primarily Excel, Word; Proficiency in MS Access a plus
A Driver's License is required.
Travel up to 10%
