Air Force Materiel Command SUPERVISORY HUMAN RESOURCES SPECIALIST (EMPLOYEE RELATIONS) in Tinker AFB, Oklahoma

The primary purpose of this position is to administer the roles and responsibilities of employee relations function that is critical to overall workforce effectiveness for the Civilian Personnel Flight (FSC) by planning, directing, organizing and performing technical functions regarding employee relations issues within the Force Support Squadron (FSS) mission. Responsibilities Exercises technical and administrative supervisory personnel management responsibilities for 25% or more of the time. Plans, organizes, and directs the activities of an Employee Relations Section, ensuring all operations comply with legal and regulatory requirements and meets customer needs. Represents Employee Relations/Civilian Personnel with a variety of installation and functional area organizations. Leads or participates in/on special projects, process action team, ad hoc advisory groups and/or special assignments as requested. Requirements Conditions of Employment Qualifications Experience requirements are described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions. SPECIALIZED EXPERIENCE: Applicants must have at least 1 year (52 weeks) of specialized experience at the next lower broadband NH-02, equivalent to the next lower grade GS-11 or equivalent in other pay systems. Specialized experience is experience in researching, reviewing, analyzing and interpreting policy, regulations, statutory guidance, case law, and other source reference material; developing and writing well-written products such as letters, memorandums, presentation papers, documents, reports, policy, and guidance related to employee relations. NOTE: Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Knowledge of civilian personnel principles and regulations, theories, and techniques. Knowledge of the basic relationships of the various personnel disciplines; knowledge of and the ability to apply laws, executive orders, regulations, policies and concepts pertaining to employee management and labor programs. 2. Knowledge of personnel safety, security and management, EEO regulations, procedures and practices, and Merit System principles and intent. 3. Ability to plan, organize, and direct the functions and mentor, motivate, and appraise the staff of an organizational unit. 4. Ability to communicate effectively, both orally and in writing. Ability to identify and implement workable solutions to problems and questions. 5. Ability to analyze, plan, and adjust work operations of one or more organizational segments to meet program requirements and objectives within available resources.6. Ability to utilize AoP concepts and principles to analyze, plan, and adjust work operations to meet unit requirements and objectives. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment.You will receive credit for all qualifying experience, including volunteer experience.
