POSITION SUMMARY:  Under general supervision performs work of moderate difficulty in performing the inspection of building construction in residential, commercial, industrial, and public buildings to ensure compliance with the codes of the City of Toledo and the State of Ohio; performs Property Maintenance Code inspections and sign inspections to ensure conformance to the Toledo Municipal Code; performs related work as required. *ESSENTIAL JOB FUNCTIONS: *

  • Performs inspections of new and existing buildings of all occupancies and determines that work, for which they are certified to make inspections, is performed in compliance with the approved construction documents.
  • Inspects the work to the extent of the approval given when construction documents were approved by the building official and for which the inspection was requested.
  • Communicate the results of their inspections to the building official.
  • Inspects for compliance with zoning and sign codes for construction of, alterations to, additions on and repair of buildings and signs.
  • Reads drawings and specifications for building, electrical, plumbing, mechanical systems and signs to ensure compliance with applicable building, zoning and sign codes.
  • Performs special inspections in response to requests from the general public, other city departments or other agencies.
  • Makes re-inspections to constructions to ensure that corrections and requirements related to building, electrical, plumbing, mechanical systems and sign construction are completed in accordance with applicable codes and approved plans.
  • Consults and advises contractors and property owners regarding proper use and installation of materials.
  • Reviews and approves applications for permits.
  • Performs final inspections of entire structure for building, electrical, plumbing, mechanical systems, signs and accessibility compliance.
  • Sends correction notices to contractors or others who violate codes.
  • Investigates illegal or unauthorized construction work. 
  • Prepares stop work orders as required under state, municipal and sign codes; determines, when applicable, if work is being performed by unlicensed contractors.
  • Keeps records and writes reports on all inspections. 
  • Investigates and reports on complaints of building, electrical, plumbing, mechanical systems and sign code violations. 
  • Prepares reports on the physical condition of signs; consults with superiors on building, electrical, plumbing, mechanical systems and sign problems and recommends solutions.
  • Appears in court cases related to building, electrical, plumbing, mechanical, sign or property maintenance code violations. 
  • Assists the Fire & Rescue Department in determining if fire damaged structures are required to be demolished as an emergency.
  • Assists the Toledo Police Department in accessing the severity of structures damaged by vehicle impact and makes recommendations on stabilization and securing or demolishing the structure.
  • Inspectors shall conduct themselves in a professional, courteous, impartial, responsive and cooperative manner. 

REQUIRED KNOWLEDGE, SKILLS AND ABILITIES: Knowledge of:

  • Building materials, practices, and methods of construction.
  • City and State Building Codes and related laws and legal procedures for code enforcement.
  • Possible defects in structural, electrical, plumbing, mechanical, and fire protection systems and effective corrective measures.
  • The methods, materials and techniques of the construction trade.
  • Occupational hazards and safety precautions of the construction trade.

Skill in:

Interpreting State mandated codes, the Toledo Municipal Code and related laws.
