Mine Safety and Health Administration Management and Program Analyst in Triadelphia, West Virginia

Summary This position serves as a principal advisor to the Center Operations Division Chief and provides program, management, and administrative services including leading procurement activities, manages the facilities related contracts, and is involved in all accountability review and action items. This position is outside the bargaining unit. Responsibilities Serves as a point-of-contact for safety and health, contracts, purchases, and Freedom of Information Act (FOIA) request. Coordinates data calls to assure accurate and timely response to all requests. Gathers, prepares, and disseminates and array of information to a diversified audience. Monitors the day-to-day administration of contracts. Maintains a complete file for each contract that can be audited or accessed as necessary to facilitate contract review, evaluation, and closeout. Develops budget estimates from information projected or provided from various sources. Monitors and tracks operating expenses and notifies supervisor of the need for allotment adjustments or fund transfers. Plans, develops, initiates and conducts high-level organizational-wide studies and analysis to tackle and resolve program problems. Leads projects that dictate a team approach. Coordinates, communicates, and ensures cooperation among the contractors, vendors, internal government personnel, to anticipate and resolve difficulties, and ensure satisfactory completion of a contract's Scope of Work, Performance Work Statement and Quality Assurance Surveillance Plan. Maintains, at least, a Level II Contracting Officer's Representative (COR) certification. Manages projects and contracts under 2 million dollars annually related to the operation and maintenance of facilities. Provides guidance and oversight for owned and leased vehicles and equipment. Evaluates and develops digital systems, processes, and/or procedures on a wide variety of programs and administrative activities. Comments on and prepares, reviews, and changes an array of information, both formally and informally, for numerous documents that can impact policy and procedures. Requirements Conditions of Employment Qualifications You must meet the Specialized Experience to qualify for the Management and Program Analyst, as described below. Specialized Experience is the experience that equipped the applicant with the particular knowledge, skills, and abilities (KSA's) to perform the duties of the position successfully, and that is typically in or related to the position to be filled. To be creditable, specialized experience must have been equivalent to at least the next lower grade level. Applicants must have 52 weeks of specialized experience equivalent to at least the next lower grade level, GS-12, in the Federal Service. Specialized experience must include at least four (4) of the following: (These types of examples must be fully evident in your resume.) 1. Monitor contract performance for adherence to contract terms and conditions. 2. Interpret and apply procurement and financial laws, policies, regulations, and precedents to applicable to contract administration. 3. Serve as contracting officer representative for procurement and contracting actions. 4. Manage procurement processes/systems and contract program. 5. Lead facilities/plant related projects from evaluation, specification, contract development, contract award, and successful installation/completion. 6. Plan and execute a variety of complex projects and develop recommendations requiring technical and administrative expertise. Education There is no education substitution at the GS-13 level.
