National Park Service Supervisory Park Ranger (Protection) in Tulelake, California

Summary This announcement is for the Park Ranger (Protection), to clear ICTAP/CTAP priority lists. It is only open to current surplus and current or former displaced Federal individuals who have special priority selection rights under the ICTAP/CTAP. This position is located in Tulelake, CA with Lava Beds National Monument under the Division of Visitor and Resources Protection. Responsibilities Major Duties Include: Supervise and lead a staff of up to 7 commissioned and non-commissioned personnel in the fields of law enforcement and all-hazard response in a busy and complex environment. Perform and supervise others in their performance of law enforcement monitoring throughout the park such as road patrols, traffic enforcement, vessel patrols, and boundary patrols and issues citations to violators, as necessary. Detects, investigates, apprehends, and assists in criminal prosecution under applicable laws, rules, and regulations enacted to insure the protection and safe use of National Park resources. Respond and supervise others in their response to emergencies and takes action to preserve the peace, resolve problems, protect visitors and resources, and apprehend violators. Subdue unruly, violent, or disruptive persons. Intervenes to investigate, prevent, and resolve potentially violent disputes or confrontations. Educate, interpret, and inform visitors about resources, conservation, laws, and regulations. Become familiar with park resources. Participate in and provide leadership for all-hazards incidents, including emergency medical incidents, disaster responses, missing persons search efforts, wildland fire and water rescues. Requirements Conditions of Employment U.S. Citizenship required. Area of Consideration for this position refers to the ICTAP/CTAP hiring authority/eligibility and not the physical location of the position. Appointment subject to background investigation and favorable adjudication. Males must meet Selective Service Registration Act requirement. Selectee will be required to participate in the Direct Deposit Electronics Funds Transfer Program. Must possess or be able to obtain a NPS Type II Law Enforcement Commission. Must possess a National Registry or State issued EMT certification in order to receive consideration for LE Ranger (EMT). Must pass the Physical Efficiency Battery (PEB) prior to start date. Pre-employment medical exam and drug testing are required. Occupancy of government quarters may be required. Government housing may be available but is not guaranteed. Use find a park to contact specific parks for more information on government housing. You will be required to wear a uniform and comply with the National Park Service uniform standards. A uniform allowance will be provided. You may be required to work on-call, evenings, weekends, holidays, overtime and/or shift work. You may be required to operate a government (or private) motor vehicle as part of your official duties. Prior to your first official motor vehicle operation, and again every year thereafter (or more frequently if management determines such need exists), you will be required to sign an affidavit certifying to your possession of a valid State issued driver's license that is current and has not been revoked, suspended, canceled, or otherwise disqualified in any way to prohibit your operation of a motor vehicle. You will also submit a photocopy of your valid State issued driver's license prior to your first official motor vehicle operation, and again every year, or more frequently if management determines such need exists. Lastly, you may be required to submit (within a State sealed envelope or submitted directly by the State authorities), and at your own expense, all certified driving records from all States that discloses all valid driver's licenses, whether current or past, possessed by you. Qualifications All qualifications must be met by the closing date of this announcement-11/07/2024-unless otherwise stated in this vacancy announcement. 1. Mandatory Requirements for Park Ranger (Protection): A. Mandatory Minimum Age Requirement: This position has a mandatory requirement that applicants must be 21 years of age or older. B. Mandatory Law Enforcement Commission: Applicants must meet the following criteria by the entrance-on-duty (EOD) date to be considered for these positions: Currently hold, or have previously held (within the past three years), a National Park Service full (Level I) law enforcement commission, or equivalent within the past three years. You must certify in your supporting documents the possession of at least one of the above criteria or you will not be considered. In your resume, please include your commission number with expiration date, or your anticipated graduation date from an approved NPS Seasonal Law Enforcement Academy. (MUST SUPPORT IN RESUME OR WILL BE RATED INELIGIBLE FOR CONSIDERATION). C. Physical Efficiency Battery (PEB): Applicants are required to pass the Physical Efficiency Battery (PEB) prior to entering law enforcement positions. The duties of this position require arduous physical exertion involving walking, running, lifting, standing, use of firearms, and exposure to inclement weather. The Physical Efficiency Battery (PEB) is a fitness test consisting of five different components: 1) agility run - measures the ability to get up from the ground and sprint while changing directions; 2) bench press - measures the upper body strength for one repetition; 3) 1.5 mile run - measures cardio/respiratory fitness; 4) sit and reach - measures the flexibility in the lower back, legs and shoulders; and 5) body composition - measures the body fat. Prior to appointment, applicants will be tested in all five components, but only the agility run, bench press and 1.5 mile run will be measured for a passing score in the 25th percentile (age and gender adjusted) of these components. These procedures will ensure that law enforcement officers are capable of performing strenuous physical training and law enforcement duties. Applicants shall be disqualified for appointment if they fail to meet any physical requirements. Probationary or seasonal employment is subject to termination for failure to meet the 25th percentile in each of the identified components being measured. 2. Selective Placement Factors: Some parks on this announcement require Park Ranger (Protection) to be certified Emergency Medical Technicians (EMT) or First Responders (FR). To be referred for the EMT or FR designation, you must meet the following Selective Placement Factors in addition to the Park Ranger (Protection) qualification standards (Note: you will still be considered for LE Ranger without EMT or FR certifications. These are additional designations applicants can be considered for by parks that require it): For Emergency Medical Technician designation - Applicants must be certified by the National Registry OR by a State EMS organization in order to be referred for the EMT designation. You MUST indicate in your resume the expiration date of your certificate. For First Responder designation - Applicants must be certified by the National Registry OR by a State EMS organization in order to be referred for the FR designation. You MUST indicate in your resume the expiration date of your certificate. 3. Specialized Experience and/or Education: Credit will be given for all appropriate qualifying experience. To receive credit for experience, your resume MUST clearly indicate the nature of the duties and responsibilities for each position, starting and ending dates of employment (month/year), and the resume must reflect full and/or part-time or total number of hours worked (i.e., work 40+ hours a week, rather than indicating full-time). If part-time, the hours must be annotated to be able to pro-rate the amount qualified specialized experience. To qualify for this position at the GS-12 grade level, you must possess one of the following: A. One full year of specialized experience comparable in scope and responsibility to the GS/GL-11 grade level in the Federal service (obtained in either the public or private sectors). Specialized experience MUST include all the following: 1) Law enforcement or investigative work supervision; 2) Law enforcement employee development and supervision; 3) Law enforcement management or program specialist work involving the development and implementation of policy related to law enforcement, protection, conservation, or management of park areas or similar operations. 4) Search and Rescue and/or Incident Command experience. You must include hours per week worked. Qualifying experience may be obtained in the private or public sectors. PHYSICAL DEMANDS: Some assignments involve basically sedentary work with some walking, bending, standing and light lifting. Others involve substantial outdoor work, and the intermittent hazards involved in firefighting, rescue, law enforcement, and low level flying in fixed wing aircraft and helicopters. Strenuous exertion is required in firefighting, hiking, caving, climbing, backcountry foot patrols, search and rescue, law enforcement, etc. Position is required to meet and continuously maintain physical/medical standards as set forth in the requirements by D.O. #57. WORK ENVIRONMENT: Required to pass PEB and serves as primary backup in the field to less experienced and seasonal staff. Some work is performed outdoors where the incumbent may be subject to severe terrain (such as rough lava flows) and weather variances (including winds up to 90 mph and temperatures ranging from -20F to 110F). Law enforcement and emergency duties require exposure to potentially dangerous situation including poisonous desert dwellers, prescribed or wildland fires, hostile park visitors, cave environments, etc. Employee may be traveling through and camping in rough terrain. Assignments require living and working at altitudes between 4,000 and 6,000 feet in elevation. Is required to wear the complete prescribed NPS uniform and personal appearance is in compliance with the established uniform standards for the NPS. May be required to call back duty after hours all year. ICTAP/CTAP Clearance- Current surplus and current or former displaced Federal individuals who have special priority selection rights under the Agency Career Transition Assistance Program (CTAP) or the Interagency Career Transition Assistance Program (ICTAP) must be well qualified for the position to receive consideration for special priority selection. Well qualified means that the applicant meets the following: OPM qualification standards for the position; all selective placement factors, where applicable; special qualifying conditions that OPM has approved for the position, where applicable; is physically qualified with reasonable accommodation, where appropriate to satisfactorily perform the duties of the position upon entry; and is rated by the organization at least at the well qualified level on all competencies.
