Air National Guard Units IT SPECIALIST (NETWORK) (TITLE 32) in Tyndall AFB, Florida

Summary This National Guard position is for a IT SPECIALIST (NETWORK) (TITLE 32), Position Description Number D1937P01 and is part of the FL HQ 101 AOG, National Guard. Responsibilities As a IT SPECIALIST (NETWORK) (TITLE 32), GS-2210-9/11, you will oversee the status and functionality of multiple base local area network (LAN) and wide area network (WAN) for units within the USAF. Monitors, tests, analyzes, maintains, and operates multiple operating system based network platforms and provides recommendations to units in support of USAF tasking. Executes procedures and coordinates corrective action to optimize network performance. Assists in the planning, development, configuration, installation, and maintenance of network systems to include the LAN/WAN and provides guidance and recommendations to units. Analyzes LAN/WAN utilization statistics through data collection and performance measures to ensure smooth, reliable, and robust operation to include classified and unclassified networks for the ASUS Staff and other supporting organizations. Determines whether the facility environment is adequate for network system requirements, and infrastructure is in place to support systems and the war fighter. Provides guidance and coordination of LAN installation, implementation, maintenance, troubleshooting, and reviews, evaluates, and fine-tunes components such as; hubs, switches, and routers to achieve peak efficiency within the overall network connectivity. Installs, configures, and troubleshoots network and application server hardware, network operating system software, and peripheral network equipment such as routers, bridges, cabling system, network interface cards, modems, multiplexers, and concentrators. Recommends and changes the components of existing equipment for efficient operation or recommends major modifications to existing systems in support of USAF network operations. Coordinates the development and implementation of configuration plans for complex network operating systems, network application software, LANs and WANs with supported elements to include headquarters staff elements, tenant activities, state government, regional operating activities and national agencies. Maintains contact with software suppliers to ensure that current releases of software products are in use. Utilizes benchmarks and performance measurement and evaluation data to manage network servers and data communication devices to support normal and surge workload. Works with technical support personnel in resolving critical network problems. Ensures current network software products are compatible with system configurations and ensures operability, efficiency, and compliance with existing standards. Oversees and troubleshoots operation of the LAN/WAN and ensures hardware and network operating software are functioning properly and that operation standards are met. Function-tests system components to identify and resolve technical problems, analyze system malfunctions, implements necessary corrective actions, and provides ongoing support for the resolution of complex problems and operating malfunctions. Performs system backups to ensure expedient restoration of the database for the respective network equipment. Ensures currency of backups of network equipment configuration data. Ensures the vigorous application of information security/information assurance policies in the delivery of network services. Requirements Conditions of Employment Qualifications AREA OF CONSIDERATION: This position is in the Excepted Federal Civil Service "under the authority of 32 U.S.C. 709" and is open to Category 1: All permanent/indefinite (T32 and T5) technicians employed by the agency Category 3: All current military members of the Florida National Guard; and Category 4: All individuals who qualify for membership in the Florida National Guard and are willing to become T32 Dual Status technicians. First consideration will be given to Category 1. PCS: Permanent Change of Station (PCS) costs, Recruitment or Relocation Incentive MAY be authorized. Authorization for payment of PCS expenses, Recruitment or Relocation Incentive will be granted ONLY after determination is made that payment is in the best interest of the Florida National Guard. NOTES: 1. This position is categorized as IAT Level II IAW DOD 8570.01. Selectee must obtain required formal training within 6 months of hire date. 2. Must be able to obtain and maintain a Secret security clearance FLANG BUS Code NG0523: This position is "included" in the bargaining unit and eligible for labor organization representation. Military Grades - Enlisted: E3 thru E6 GENERAL EXPERIENCE: Must have experience, education or training that has provided a basic knowledge of data processing functions and general management principles that enabled you to understand the stages required to automate a work process. Experience may have been gained in work such as computer operator or assistant, computer sales representative, program analyst, or other positions that required the use or adaptation of computer programs and systems. SPECIALIZED EXPERIENCE - GS09: Must have at least one year of specialized experiences at the GS-07 level or the equivalent which provides knowledge and/or experience, education, or training receiving, maintaining, and issuing data storage media for computer operations. Experience in scheduling the use of computer time for program processing. Experience collecting and sequentially staging input media with associated program instructions for processing. Experience in at least one programming language. Translating detailed logical steps developed by others into language codes that computers accept where this required understanding of procedures and limitations appropriate to use of a programming language. Experience interviewing subject-matter personnel to get facts regarding work processes and synthesizing the resulting data into charts showing information flow. Experience in analysis of the interrelationship of pertinent components of the system. Experience planning the sequence of actions necessary to accomplish the assignment. Experience scheduling the sequence of programs to be processed by computers where alternatives had to be weighed with a view to production efficiency. SPECIALIZED EXPERIENCE - GS11: Must have at least one year of specialized experiences at the GS-09 level or the equivalent which provides knowledge and/or experience, education, or training that approaches techniques and requirements appropriate to an assigned computer applications area or computer specialty area in an organization. Experience planning the sequence of actions necessary to accomplish the assignment where this entailed coordination with others outside the organizational unit and development of project controls. Experience that required adaptations of guidelines or precedents to meet the needs of the assignment. Experience preparing documentation on cost/benefit studies where is involved summarizing the material and organizing it in a logical fashion. MULTIPLE LEVEL RECRUITMENT: This position is being advertised using multiple level recruitment to allow for consideration of applicants with the basic skills necessary to develop to the full journeyman level of the position. If a less than fully qualified applicant is selected, incumbent may be trained and developed until proficiency is gained to full journeyman level. If less than fully qualified individual is selected for this position, the position has potential to Grade11_. STATEMENT OF DIFFERENCE: The purpose of this position is to provide on-the-job experience for the purpose of qualifying for the target grade level described in the position description. Work assignments are selected to provide training and experience in this occupation. The incumbent is required to obtain increased knowledge and skill in the duties of the position at the target grade level. Promotion to the full journeyman level position is not automatic with the completion of the time in grade requirements, but rather it is contingent upon the assignments and performance of full journeyman level duties on a regular and recurring basis. Education In lieu of specialized experience, you may qualify with the following education or combination of both education and experience: Successful completion of a master's degree or equivalent graduate degreeor2 full years of progressively higher level graduate education leading to a master's degree or equivalent graduate degree Undergraduate or Graduate Education: Degree in computer science, engineering, information science, information systems management, mathematics, operations research, statistics, or technology management or degree that provided a minimum of 24 semester hours in one or more of the fields identified above and required the development or adaptation of applications, systems or networks.
