The County of Mendocino is seeking an innovative and community-oriented County Health Officer (CHO) to serve as the county’s chief public health strategist, developing and implementing health policy, overseeing public health preparedness efforts, and ensuring community health initiatives meet the needs of all residents. Working closely with local tribal health organizations, community clinics, and other critical partners, the CHO will foster a cohesive healthcare system that supports a diverse population. Their role will encompass medical oversight of programs for communicable disease control, environmental health, and maternal and child health. They will also provide expert advice to policymakers on public health issues impacting the community, including environmental and community design considerations. THE JOB

The County Health Officer will serve as the chief health strategist, leading efforts to protect and improve community health. As a key member of the department’s executive team, the CHO will advise the Board of Supervisors, and work closely with the Director of Nursing, the Disaster Services Nurse in charge of emergency preparedness, and two supporting Deputy Health Officers—who specialize in communicable disease and children’s services, respectively. The CHO will supervise health education initiatives, collaborate with healthcare providers, and ensure the delivery of quality health services, including for juvenile hall. The CHO will also work closely with local agencies, other County departments, and participate on state and national health boards and committees. This is a largely medical and scientific role, with minimal administrative responsibilities. The County Health Officer will address the needs of the community and ensure all services across the County are communicating effectively. They will also, forecast trends, and remain current on state and federal regulations. The CHO will drive initiatives to prevent the spread of communicable diseases, issue legal orders, coordinate disease control measures and immunizations, and provide clinical protocol consultation. They will also serve as the Tuberculosis Controller, Sexually Transmitted Disease Controller, and may act as the Medical Health Operational Area Coordinator during public health emergencies.

Job Requirements and Minimum Qualifications

MINIMUM QUALIFICATIONS

Any equivalent combination of education, training, and experience that displays the necessary knowledge, skills, and abilities to perform the functions of this position may be considered in the following:

Education:

Doctor of Medicine degree or a Doctor of Osteopathic Medicine degree issued by an accredited medical school in good standing

Experience:

Six (6) years of relevant experience in a healthcare, public health, or community health setting, including one (1) year in a leadership or managerial position.

Licensure:

  • Possession of a valid California Physician license and current board certification in a recognized field of medicine.

  • A valid Physician’s and Surgeon’s license issued by the State of California either through the Board of Medical Quality Assurance or the Board of Osteopathic Examiners to practice medicine in the State of California.

  • Possession of a valid Driver’s License in the State of California.

Candidates shall not have an ownership interest in any corporation, partnership, or other entity engaged in any private practice of medicine, nor engage in any private practice of medical service.

Highly Desired

Education:

Master’s degree in Public Health or completion of a preventive medicine residency.

Certification:

A certification for the ICS (Incident Command System), issued through FEMA’s National Incident Management System (NIMS) training program

Salary & Benefits

Annual salary of $185,224 - $225,139 DOE/DOQ plus a generous benefits package:

  • Retirement. Provided under the 1937 Act and enrollment in Social Security.

  • Salary Increase: Longevity increase after seven (7) years to the base rate of pay and upon each five (5) year anniversary thereafter. 10% total increase to the base rate of pay.

  • Medical, Dental, Vision Insurance: County pays 75% of coverage for employees and their dependents.

  • Other Insurance: $50,000 Group Life and AD&D Insurance.

  • Deferred Comp: 457 deferred compensation plans with up to 4% of salary contribution matched by the County.

  • Education, Training & Health Stipend: $1,500 annually for education, training, and wellness expenses.

  • Vacation: Beginning with two weeks, increasing periodically to five weeks after 15 years of service.

  • Sick Leave: 15 days per year.

  • Holidays: 11 paid per year.

  • Management Leave: 48 hours per year.

SALARY

Compensation is based on a five-step salary range, with annual merit-based increases within the salary range.

HOLIDAYS AND PERSONAL LEAVE

Mendocino County observes 11 paid holidays per year. Employees are granted 24 – 48 hours of personal leave annually, depending upon Bargaining Unit.

VACATION

Accrues at the rate of two weeks per year for three years. Three weeks per year after three years, four weeks after eight years and five weeks after 15 years.

SICK LEAVE

Paid sick leave accrues at the rate of 1.25 days per month, or 15 days per year. Accruals are pro-rated for part-time employees working at least 20 hours per week. Part-time employees working less than 20 hours per week, and extra-help employees receive up to 24 hours (or 3 days) of paid sick leave annually.

The County and the employee share the cost of an employee selected health care plan; enrollment in the plan includes $20,000 Life Insurance.
