JOB DESCRIPTION AND POSITION REQUIREMENTS:

Reporting to the Senior Director of University Health Services (UHS), the Assistant Director for Business and Finance serves as the Financial Manager and is a member of the UHS leadership team. This position reports to the Financial Officer for Student Affairs and is embedded in University Health Services with a dotted reporting line to the Senior Director for University Health Services. The Assistant Director is responsible for providing direct oversight of all fiscal operations for a 30-million-dollar budget including the review and development of short-range and long-range financial plans, budgeting and revenue cycle, and ongoing monitoring of its implementation. This position is involved in business decisions throughout UHS which financially impact the budget.

Responsibilities include:

  • Forecasting, monitoring, interpreting, and preparing internal financial reports and budgets

  • Recommending fees and charges as indicated by financial and healthcare reimbursement rates

  • Managing all facets of patient billing to include insurance registration, pre-authorization and referral management, collections, claims submission and remittances

  • Making recommendations and serving as project manager for implementation of IT systems to optimally manage the revenue cycle for healthcare operations

  • Managing UHS contracts with insurance companies and complying with their policies and procedures

  • Advising senior management on issues and concerns regarding third-party reimbursement, student billing, capital expenditures, and purchases

  • Supervising, hiring, and evaluating the Revenue Cycle Manager, Accounting Assistant, Financial Assistant and Student Health Insurance Manager. This team oversees the financial operations of UHS, patient services and the student health insurance program.

  • Recommending and implementing process efficiencies, cost savings and revenue generating initiatives

This person directs all departments on budgetary matters within UHS (Administration, Clinical Services, Emergency Medical Services, Facilities, Financial Services, Health Information Management, Pharmacy, Physical Therapy, Radiology, Patient Services, and Student Health Insurance), making sure that financial controls are in place and that UHS is compliant with federal, state, and University laws, regulations, policies, and procedures. The Assistant Director oversees staff within the Business and Finance Department and manages the day-to-day operations of UHS financial systems.

Penn State is embarking on a project to restructure the University’s financial functions to move towards a centralized, service hub-based structure. This position is intended to initially support the unit(s) and functions listed in this posting, however it is expected to evolve over time relative to the overall restructuring. This position minimally requires a Bachelor’s degree plus 8 years of relevant experience including 3 years of supervisory experience, or an equivalent combination of education and experience. A master's degree in health administration or business administration and experience in college health is preferred.

This position requires the following clearances: PA State Police Criminal Background Check, PA Child Abuse History Clearance, and Federal (FBI) Fingerprint Criminal Background Check.

This position offers a flexible work arrangement that combines remote and on-campus work. Questions related to flexible work should be directed to the hiring manager during the interview process.

Due to the financial and fiduciary responsibilities of this position, successful completion of a credit history check will be required in addition to standard background checks.

The salary range for this position, including all possible grades is:

$97,100.00 - $145,700.00
