JOB DESCRIPTION AND POSITION REQUIREMENTS:
We are searching for an experienced Compliance Specialist to join our Office of Compliance at the Penn State Applied Research Laboratory (ARL). This position will support the audit liaison and compliance functions of ARL. ARL’s purpose is to research and develop innovative solutions to challenging scientific, engineering, and technology problems in support of the Navy, the Department of Defense (DoD), and the Intel Community (IC).

You will:
Provide oversight for on-site and remote audits by external government auditors, collaborating with internal departments, managing audit documentation, tracking audit requests, ensuring timely follow-up on unresolved issues, providing regular status updates, and enforcing corrective actions
Develop and maintain the annual compliance training program and new hire training curriculum for system users (currently 1800+)
Monitor, report, and provide guidance on compliance with required training modules; highlighting areas of non-compliance and ensuring corrective actions are taken
Conduct audits for internal compliance on an annual, periodic, or topic-specific basis; ensuring adherence to standards
Respond to findings or non-compliance by conducting additional auditing or policy updates
Provide guidance and expertise to ARL Leadership and employees regarding compliance requirements to verify compliance with ARL policies and procedures, university policies and procedures, and government regulations
Ensure lab wide compliance with University policy and government regulations in the development and implementation of programs that ensure adherence
Provide guidance in drafting, updating, and maintaining policies and procedures to support compliance initiatives lab wide
Research and review federal, state, and local regulations, along with University policies, staying informed on evolving regulatory requirements and organizational needs, proactively communicating updates or changes to relevant stakeholders in an impartial manner
Attend trainings and seminars to stay current on compliance standards, regulations, and audit best practices
Required skills and experience include:
Audit and Compliance
Proficiency in Microsoft Office (Word, Excel, Outlook, PowerPoint)
Strong verbal and written communication skills
The ability to work independently as well as with a team
Preferred skills and experience include:
Certified Public Accountant, CPA
Certified Compliance & Ethics Professional, CCEP
Experience with the Government Regulation: Uniform Guidance, FAR and DFARS
Active government security clearance
Proven ability to effectively establish working relationships with Government Customers and internal/external stakeholders.
This position can be filled at multiple levels, depending upon the successful candidate’s education and experience. Minimally requires a Bachelor’s Degree and 1+ years of related experience, or an equivalent combination of education and experience. Additional experience and/or education and competencies are required for higher level jobs.
Your working location can be fully-remote, hybrid on-site/work from home, or fully on-site, located in State College, PA.

The proposed salary range may be impacted by geographic differential.
The salary range for this position, including all possible grades is:
$56,200.00 - $89,600.00
