Northrop Grumman Mission Systems (MS) Sector is seeking a Manager 1of Subcontracts to lead a procurement organization responsible for executing all aspects of the procurement life cycle. This individual will be responsible for the development, mentoring and engagement of the subcontracts administrators and managing workload assignments to ensure that daily requirements are appropriately prioritized and executed to meet the needs of the business. They will also be responsible for fostering proper engagement with the program functional teams and to facilitate communication of requirements and status to program and business area stakeholders within Mission Systems and Global Supply Chain (GSC). We are looking for you to join our team to support our Baltimore, MD location. Full-Time telework may be considered for this role.

The position requires technical leadership competencies to form strategies to construct various contracting types for major procurement activities to meet the requirements of the programs and needs of the business. Such activities may include long range procurement agreements, sourcing partnerships, continuous improvement initiatives, and identification of opportunities for enhanced efficiencies and to support compliance strategies and initiatives. The successful candidate will possess strong leadership skills, including a command of oral and written skills, solid negotiation skills, knowledge of terms and conditions, an aptitude for DoD contracting and its related requirements and the ability to lead a diverse team with varying requirements and priorities in support of the business.

Responsibilities include:

  • Review and daily management of active procurement requirements and status, leading a team of highly motivated Subcontracts Administrators.

  • Development of negotiation strategies and plans.

  • Review and approval of procurement activity compliance.

  • Develops subcontract specifications, work statements, and terms and conditions for the procurement of specialized materials, equipment.

  • Manages performance of subcontracts, ensures compliance with all public law requirements as well as company (and business) policies and procedures including import/export regulations. This includes managing subcontracts on classified Programs, if/as needed.

  • Support of proposal activities including preparing bid packages, conducting bidder’s conferences, analyzing and evaluating proposals, negotiating subcontract provisions, supporting sourcing decisions, issuing awards, and administering resulting subcontracts.

  • Review and approval of supplier agreements (i.e., Teaming Agreements, Long Term Pricing Agreements).

  • Communication within GSC, division, program and business areas of procurement status and issues.

  • Provide reporting on performance and status, as needed.

  • Support supplier performance management as required.

  • Support onsite classified program needs if/as required.

Basic Qualifications:

  • Bachelor’s Degree and 6+ years of experience working with U.S. Government procurement, contracts, subcontracts or related field

  • Leadership experience of 1+ years as a team lead or manager

  • The successful candidate will possess strong leadership, communication and writing skills

  • Experience with SAP or related business application software.

  • Experience with FAR and DFARS and/or similar environments supporting programs.

  • Eligible to obtain and maintain secret clearance (US Citizenship)

  • Must understand the proposal process, pricing instructions, terms and conditions and determine the adequacy of supplier proposals received

Preferred Qualifications:

  • Experience working with multiple contracting formats, including Firm Fixed Price and Cost Reimbursable, possess knowledge relating to special payment provisions including progress or performance based payments

  • Experience with working programs that range from research and development to full rate production.

  • Extensive knowledge of U.S. Government contracting and the Federal Acquisition Regulation (FAR)/Defense Federal Acquisitions Regulation Supplement (DFARS), with specific working knowledge of Parts 15 (Contracting by Negotiation) and 31 (Contract Cost Principles and Procedures); Cost Accounting Standards (CAS); and Defense Contract Audit Agency (DCAA) audit procedures

  • Experience conducting oral presentations to senior leadership

  • Experience negotiating and assessing risk in terms and conditions, NDAs, long term agreements, etc.

  • Holds secret clearance

Salary Range: $104,600 - $156,800

The above salary range represents a general guideline; however, Northrop Grumman considers a number of factors when determining base salary offers such as the scope and responsibilities of the position and the candidate's experience, education, skills and current market conditions.

Employees may be eligible for a discretionary bonus in addition to base pay. Annual bonuses are designed to reward individual contributions as well as allow employees to share in company results. Employees in Vice President or Director positions may be eligible for Long Term Incentives. In addition, Northrop Grumman provides a variety of benefits including health insurance coverage, life and disability insurance, savings plan, Company paid holidays and paid time off (PTO) for vacation and/or personal business.
