Project Management Center (PMC) is responsible for providing Project Management expertise to the Principal Investigator or Project Director/Manager including expertise in initial planning, cost estimating, scheduling, risk assessment, EVMS reporting, change control and project management training and documentation.

Candidate will report to a Senior Project Management Analyst supporting cost and schedule project planning and control functions for large scientific construction projects and smaller Research and Development projects. The candidate should have project management/project controls experience with proficiency in Excel and developing project schedules and cost estimates. The position will learn advanced project management/controls process and tools used in the earliest stages of project planning through execution and closeout phases of a project. Selected candidate will have an understanding of project management methodology, project controls principles, and experience with Primavera to develop project resource loaded schedules and collect status and prepare cost estimates using project controls tools.

Essential Duties and Responsibilities:

  • Assist in implementing all aspects of an earned value management system, which consists of developing a fully integrated resource loaded schedule.

  • Assist technical management in developing resource requirements to support the development of the project cost estimate.

  • Assist in developing the resource loaded schedule using Primavera software.

  • Assist in the Analysis of the project schedule using critical path methodology and project metrics.

  • Assist in Managing and implementing changes to the schedule and/or baseline.

  • Generate performance measurement monthly reports for the management team.

  • Interact with project technical staff to support the development of scope of work, cost estimates and schedules, project risks, baseline changes, variance analysis, and implementation of corrective actions.

  • Prepare project monthly cost/schedule reports of project financial data for monthly reporting and project meetings or reviews.

  • Support the development and deployment of new techniques and project management tools.

Required Knowledge, Skills and Abilities:

  • Bachelor's degree or equivalent in a related discipline e.g. Finance, Engineering, Science or Business Degree. Equivalency is based on a 2:1 (experience:college) years experience.

  • Minimum four (4) years of professional cost/scheduling experience.

  • Working knowledge of cost estimating, budgeting and scheduling.

  • Experience with using Primavera P6 and Microsoft Project.

  • Understanding of project management principles including EVMS.

  • Proficient in Microsoft Office Word and Microsoft Excel.

  • Knowledge and use of Excel pivot tables.

  • Solid analytical and reasoning skills.

  • Must possess strong interpersonal and time management skills.

  • Effective verbal communication skills with some presentation experience.

  • Must be a self-starter, a team player and able to work independently.

  • Understanding of scheduling theory, techniques, and methodologies.

Preferred Knowledge, Skills, and Abilities:

  • Master's degree.

  • Professional Certifications such as PMP, RMP, SP, EVP etc.

  • Agile Project Management experience.

  • Experience in a DOE project environment.

  • Experience with Cobra or similar EVMS software.

  • This work will be based at Brookhaven National Lab.

Brookhaven Laboratory is committed to providing fair, equitable and competitive compensation. The full salary range for this position is $91550 - $146450 / year. Salary offers will be commensurate with the final candidate's qualification, education, experience, and considered with the internal peer group.
