Job Summary

Provide code required skilled inspections for university construction projects in compliance with intent of the design and the University\'s current adopted codes & standards. Coordinate with applicable parties and Code Compliance & Fire Safety on code required inspections and conditions of Certificates of Occupancy. Provide commissioning on mechanical, plumbing, and controls work. Conduct plan reviews on select projects. Work on project assignments as directed by Lead Inspector / Construction Superintendent. Collaborate with the project team and Associate Directors of Code Compliance & Fire Safety.

INSPECTION & COMMISSIONING OF UNIVERSITY CONSTRUCTION PROJECTS

Projects may be small remodels to large new construction:

  1. Perform onsite inspections for plumbing, fire sprinkler, and mechanical trades, including control systems, and review reports & testing results for conformance with applicable codes, standards and intent of the project design.
  2. Coordinate code required & routine mechanical and plumbing inspections for self.
  3. Work with Code Compliance & Fire Safety and project team to determine which mechanical, plumbing, fire sprinkler and controls inspections & testing should be performed by University staff versus a testing lab or inspection agency.
  4. Review permit and/or contract documents (plans & specifications) prior to conducting inspections to determine the applicable codes, standards, and University Facilities Standards.
  5. Review & provide codes and standards related written feedback on construction submittals, requests for information (RFI\'s), requests for proposals (RFP\'s), and change orders (CO\'s).
  6. Provide inspections for review for conformance with University Facilities Standards, or approved variances.
  7. Review & compile university staff\'s comments on mechanical and plumbing, and controls construction submittals.
  8. Report known deficiencies to C&I Construction Superintendent and Project Manager.
  9. Maintain inspection & commissioning project documentation in a readily accessible location by other team members, including but not limited to field notes, photographs, logs, construction submittal reviews, checklists, etc.
  10. Coordinate control issues between the university, professional services consultants, and controls contractors.
  11. Attend select construction coordination meetings as required.
  12. Provide review & comment on DDC temperature controls systems and graphical screens during construction and commissioning phase.
  13. Provide or assist in programming control systems.
  14. Meet with review team members, architects, engineers, users, department heads, researchers, instructors\' consultants and others to discuss proposed project changes and requirements.
  15. Witness startups of various systems.
  16. Perform testing and commissioning or witness & track commissioning for construction projects.
  17. Coordinates mechanical and plumbing demonstrations and training for university personnel.
  18. Assist facilitating and follow up on corrective actions on any reported mechanical, plumbing, and control systems issues, including communicating with contractors to get them back on-site to address warranty issues.
  19. Coordinate DDC warranty alarms between the University and contractors.
  20. Coordinate LEED documentation with the University, contractors, and professional services consultants.
  21. Use and communicate within university project management software.
  22. Maintain working relationship with Consultants, Contractors, Pr ject Managers, Construction Services and In-house trades.
  23. Perform other inspection duties and responsibilities as assigned.

PROJECT CLOSEOUT AND WARRANTY

  1. Track and assist the Project Manager, professional services consultants and contractors in resolving mechanical and plumbing trade, including control system, items discovered during the warranty phase.
  2. Investigate and assist in resolving items encountered during warranty.
  3. Collaborate with energy services in resolving energy and controls issues.

DESIGN REVIEW

  1. Perform design phase and/or permit review of construction documents. Provide written comments and document potential code issues.
  2. Recommend changes in construction documents based on knowledge of University operations and maintenance methods and better code compliance.
  3. Meet with other university reviewers, project managers/coordinators, Professional Services Consultants (PSC\'s), In-House designers, Users, Department Heads, Researchers, Professors, etc., to discuss proposed changes during construction.
  4. Provide technical review/authoring and advising on University Facilities Standards.
  5. Attend proposal walkthroughs with the project team to assist with developing scope of work.
  6. Perform assessments of existing control systems of campus buildings for system operation, functionality, and compatibility with associated systems.
