City of Valdez Emergency Services Systems Administrator in Valdez, Alaska

**The City of Valdez is accepting applications for a full-time Emergency Services Systems Administrator to support the technology for the Fire, Police and Public Safety departments.

Under direct supervision of the IT Director, this position is responsible for providing technical system support and maintenance to the City of Valdez E911 call-taking system, computer-aided dispatch system, E911 mapping systems, recording system; its components, networks, and servers; and to the public safety radio system.**

Minimum Qualifications: 2-year related degree with two (2) years of related experience OR Bachelors Degree from an accredited college or university in Computer Science, Information Systems, Public Administration, Management, Business, Engineering, Communications, Project Management, or other relevant fields with some related experience.Must pass CJIS background.

This position is NOT grant-funded. 911 dispatching, law enforcement, and/or fire experience are preferred. LTE Cellular deployment and P25 Radio Systems knowledge is highly preferred.

Must have a high level of oral and written skills as well as strong interpersonal skills. Ability to receive an Alaska Drivers License within 30 days of employment is required. Position must be able to obtain and maintain CJIS certification and a TWIC. Position is subject to background check.

This is a fully benefited, FLSA-Exempt position working a minimum of 40 hours per week. The City of Valdez offers a competitive pay, incentive, and benefit package to include:

ESSENTIAL FUNCTIONS:(Essential functions, as defined under the Americans with Disabilities Act, may include the following tasks, knowledge, skills, and other characteristics. PRIMARY DUTIES AND RESPONSIBILITIES:

  • Provide technical support and coordination in the installation and ongoing maintenance of the E911 system, including circuits, call answering equipment, call transfer equipment, ANI/ALI functionality, E911 telecommunications systems, visual call information and storage devices, recording equipment, PSAP backup power systems, consoles, connectivity interfaces, network clocks, and related E911 functionality. Provide a single point of contact for all configuration and general support issues for the divisions computer-aided dispatch (CAD) software with a primary focus on CAD applications and CAD Interfaces.
  • Provide technical support to the upgrade and maintain hardware and software infrastructure affecting the Publ c Safety Radio System and related network connectivity in the Public Safety Communications Center. Test and maintain communications IT processes and systems. Solve multiple technical IT problems. Identify and address system and customer operational issues. Complete strategic preventative maintenance plans and schedules. Network internally across business centers and with external customers. Serve as a subject matter expert on the ALMR Communications System. Coordinate the purchase, installation, and maintenance of City department subscriber units and accessories.
  • Support the development of technical and operational procedures and policies; design system performance data collection processes; implement performance measures and benchmarks and conduct quality assurance on the radio system and related technology components utilized in the Public Safety Communications Center. Coordinate short and long-term lifecycle planning to optimize readiness that meets existing needs and develop alternatives and new methods to improve the performance of communications technology systems to meet emerging trends and future operational requirements.
  • Maintain an inventory of 911 Center technology and radio system user/subscriber equipment and certify its use on the system. Act as liaison with State governmental and private communications organizations and promote interoperability between internal agencies and outside systems.
  • Work closely with the Systems Administrator and the Network Administrator on PD software, hardware, and communication needs.

  • Remains current in comprehensive training principles, procedures, and presentation techniques; researches and assess new training techniques and programs; coordinates training resources and provides updates to materials as needed.
  • Works with Emergency Manger on emergency commutations flow and support
  • Project lead on major upgrades such as dispatch phone and radio replacements.
  • Attend State, Federal, 911 Information Security conferences.

  • Develop strategies to improve the Citys security posture.
  • Lead and inspire multiple teams responsible for cybersecurity operations, engineering, and architecture with personal accountability for an effective, nimble, and scalable technical cybersecurity control environment.
  • Foster collaborative working relationships with security stakeholders across the city(IT, operations, departments, risk management, and internal audit)
  • Prepare and present accurate and timely information in response to audits and regulatory exams; institute a proactive culture to align activities and measurement with internal policy and regulatory requirements.
  • Oversee management of cybersecurity tools, contracts, documentation, standards, and processes to ensure an operating environment that is sound, sustainable, and compliant with city, state, and federal policies and requirements.
