Actalent Project Manager in Vancouver, Washington

Actalent is currently seeking a qualified Project Manager for a consultant position with Bonneville Power in Vancouver, WA.

This Project Manager position provides project management expertise and supports and assists the Transmission Product Management and Market Analysis (TSB) organization, within the Transmission Marketing and Sales (TS) department at Bonneville Power Administration (BPA) in Vancouver, Washington. This position will provide project management services for a variety of key projects and programs including how Network Integration Transmission (NT) and Point-to-Point (PTP) services are offered and affect implementation functions in the Transmission Operations (TO) and Transmission Planning (TP) organizations. This position will facilitate and develop key process maps, assist BPA management with development of relevant business practices and will help support identification of product requirements for Transmission Study and Expansion Process (TSEP) and Available Transfer Capacity (ATC) management. In addition, this position will support the commercial product processes related to business transactions, verifying NT customers are provided service per their tariff rights, as well providing a repeatable, transparent process for PTP and Conditional Firm (CF) service.

Responsibilities Include:

  • Provide project management expertise, support and facilitate BPA manager-assigned product development and strategic initiative projects, from beginning to end, providing expert guidance on the PMI-based project management methodology, best practices, and internal skill development as requested by and with guidance from the BPA manager, team lead or other personnel with the authority to do so, including:

  • Communicate and collaborate with implementing organizations, as well as supporting product managers and policy developers to facilitate the development of BPA’s products.

  • Implement and track the success of BPA management approved products: Point-To-Point (PTP); Network Integration Transmission (NT); Ancillary Services; and Conditional Firm (CF).

  • Plan, form and reform, develop, and implement BPA management approved transmission products.

  • Facilitate evolution of products that are financially strong and meet customer’s needs and verify that the product is compliant with Bonneville’s OATT and BPA Transmission rate schedules.

  • Assist and support wind and solar integrations.

  • Re-dispatch and curtailment data analysis.

  • Analyze customer usage of BPA’s products and how BPA’s customers deploy those products to conduct their business.

  • Facilitate the implementation of BPA management approved product design choices within established time frames.

  • Provide recommendations regarding project expectations, approach, roadmaps, work plans, deliverables, and goals.

  • Identify and request necessary subject matter expertise needed during the project.

  • Forecast and recommend / request appropriate project resources to fulfill project needs; recommended resource requests must be submitted to, coordinated with, and provided by appropriate BPA Performance Managers.

  • Collaborate with business units and BPA Performance Managers to resolve resource allocation issues.

  • Schedule and facilitate project team meetings.

  • Recommend an overall roadmap of efforts required to achieve program initiatives and project objectives.

  • Provide recommendations regarding project expectations, approach, roadmaps, work plans, deliverables and goals.

  • Draft project plans, resource strategies and funding estimates required to advance each assigned project / defined effort.

  • Alert BPA manager of and obtain appropriate authorization for any potential changes to project, schedule, or performance.

  • Organize, coordinate, and facilitate the work of project team(s) and serve as liaison between business and technical aspects of projects, includes recommending project stages and assessing business implications for each stage.

  • Monitor progress of assigned projects to track timelines, milestones, deadlines, standards, and targets, alerting appropriate BPA manager / personnel of any obstacles / potential delays to project timelines, targets or success; provide corrective action recommendations.

  • Coordinate activities for BPA manager-assigned projects that enable goals or objectives to be accomplished within the prescribed time frame and funding parameters, escalating concerns to appropriate BPA manager / personnel.

  • Collaborate with BPA manager and internal stakeholders to facilitate the tasks and activities of project team(s) and to properly understand related business needs, dependencies on other initiatives, and how best to effectively deploy end products.

  • Work with the BPA manager to address and navigate politically sensitive issues.

  • Provide background information, technical input, options, and recommendations for project decisions as requested by BPA manager / personnel.

  • Work with appropriate BPA manager / personnel to facilitate resolution of conflicting priorities and requirements, as well as conflicting team positions to build consensus among stakeholders and project team members.

  • Issue project status reports on a regular or as requested basis.

  • Maintain consistent communication with project sponsors, performance managers, and clients on the progress of the project vis-a-vis the work plan.

  • Collaborate and work with project sponsors and BPA performance managers to remove obstacles impacting timely project completion.

  • Draft a final project report, including project “lessons-learned”, for appropriate BPA management review and approval / acceptance.

  • Gather business requirements and needs analysis from various stakeholder perspectives.

  • Perform gap analysis from the “as is” to the “to be” state.

  • Take a pro-active stance on project risk management by:

  • Anticipate and identify potential areas of risk and obtain guidance from appropriate BPA manager.

  • Track, monitor, and facilitate resolution of issues and risks identified within the project(s), as well as compliance related dependencies.

  • Maintain issue, risk, and/or action logs.

  • Develop, draft, and recommend contingency plans to minimize / eliminate risks on an ongoing basis for review and approval / acceptance by appropriate BPA manager / personnel.

  • Communicate regularly with key stakeholders, strategic partners, and BPA managers independently and in team meetings.

  • Support and facilitate the following functions as needed:

  • Written and verbal sponsor communication.

  • Project team communications and coordination.

  • Inter-project team communications and coordination.

  • Issues and risk management.

  • Coordinate with IT resources.

  • Support and facilitate the following deliverables:

  • Scope Definition and Management.

  • Process and System Design requirements.

  • Communication and project management best practice gap analysis.

  • Coordinate and assist BPA management with transitions of identified project resources as needed. This may include gathering information from departing/transitioning resources to identify subject matter expertise, documenting workloads, identifying training requirements to facilitate smooth transitions.

  • Facilitate the implementation of Organizational Design and Change Management requirements as developed and approved by the BPA manager.

  • Assist with the identification of organizational alignment and culture change required to advance improvement efforts; draft and prepare revised processes and roles to approval of appropriate BPA personnel.

  • When necessary, facilitate the successful transition of a project or program of projects to another project manager including any training, documentation, or meeting coordination required to bring the new PM fully up to speed on all critical aspects of the work and introduce them to executive sponsors and key stakeholders.

  • Mark documents and maintain filing system(s), files, emails, and records in accordance with compliance requirements. Share and disperse documents only to appropriate personnel (those with a Lawful Government Purpose (LGP) to know). Mark and maintain all official records in accordance with the Information Security (INFOSEC) and Information Governance & Lifecycle Management (IGLM) standards and procedures. Validate official records are accurately maintained for auditing purposes.

Qualifications:

  • A bachelor’s degree in economics, business administration or management, organizational development, engineering, computer science, or other technical related discipline is preferred.

  • 10 years of experience is required with a bachelor’s degree in an applicable field.

  • 12 years of experience is required with a bachelor’s degree in a non-applicable field.

  • 14 years of experience is required without a degree or applicable degree.

  • Experience should be in a project management capacity, including all aspects of process development and execution.

  • Knowledge of product management as well as process management.

  • Strong analytic skills and the ability to perform root cause identification/analysis.

  • Experience influencing and integrating change in a large, diverse organization.

  • Experience leading project teams, management review, and decision-making sessions supporting organization level improvement efforts.

  • Experience managing projects in accordance with industry project management principles.

  • Ability to organize and analyze detailed information and present it in a variety of formats for business, executive, and technical audiences.

  • Ability to assess and estimate project costs.
