Geological Survey Supervisory Management and Program Analyst in Vancouver, Washington

Summary What General Information Do I Need To Know About This Position? Responsibilities As a Supervisory Management and Program Analyst within the Volcano Science Center, some of your specific duties will include: Establishes work standards and provides job priorities. Provides advice through keen analyses, promoting continuous improvement impacts to the Volcano Science Center. Work involves oversight, evaluation, and analysis of appropriated and reimbursable programmatic priorities. Develops guidance on techniques for management and methods improvement, analyzing and advising on financial and management impacts on proposed reorganizations or realignment of functions. Participates in quarterly program reviews, reviews proposals and other programmatic documents, and prepares the annual program review documents. Defines new managerial program needs; develops staffing patterns, internal operating policies, and procedures. Executes appropriate financial agreements including Interagency Agreements (IAAs), reimbursable agreements, and cooperative agreements to support USGS VSC and Volcano Hazards Program (VHP) programmatic goals. Requirements Conditions of Employment Key Requirements: Selectee may be subject to serving a one-year probationary period. Selectee must provide a valid state driver's license & safe driving record. This position requires completion of a one year supervisory/managerial probationary period, if one has not previously been completed. Because this position requires travel for official business, the selectee will be required to apply for a charge card within 30 calendar days of appointment. Individuals who have delinquent account balances from a previous Government charge card will be required to satisfy their existing obligation before a new card can be issued. A background investigation will be required for this position. Continued employment will be subject to the applicant's successful completion of a background security investigation and favorable adjudication. Failure to successfully meet these requirements will be grounds for termination. You will be required to operate a government-owned or -leased vehicle in the performance of your official duties. Qualifications For GS-12: Applicants must meet the following to qualify for the GS-12 level: One year of specialized experience in or directly related to this position that equipped the applicant with the knowledge, skills, and abilities to perform successfully the duties of this position. To be creditable, the required specialized experience must have been equivalent to at least the GS-11 level in the Federal service. Examples of GS-11 level work: 1) Analyzing and evaluating (on a quantitative or qualitative basis) the effectiveness of line program operations in meeting established goals and objectives; 2) designing, developing, implementing, and maintaining control systems for financial management tracking updates. Assignments were planned and carried out independently, resolving most of the conflicts that arose, coordinating the work with others as necessary, relating new work situations to precedent ones, extending or modifying existing techniques, and interpreting and applying program policy in terms of established objectives. You must meet all qualification and eligibility requirements for the position by the closing date of the announcement. You will receive credit for all qualifying experience, including volunteer experience. Education completed in colleges or universities outside the United States may be used to meet the above requirements.
