What We Offer

The County of Ventura offers an attractive compensation and benefits package. Aside from our base salary range, an employee within this position will also be eligible for the following:

  • A general salary increase of 3.5% effective December 22, 2024.

  • Educational Incentive - An educational incentive of 2.5% for completion of an associate degree, 3.5% for completion of a bachelor's degree, OR 5% for completion of a graduate degree.

  • Bilingual Incentive - Some positions may be eligible for bilingual incentive depending on the applicable memorandum of agreement and the needs of the department. To qualify for this incentive, incumbents in eligible positions must take and pass the applicable bilingual fluency examination.

The Position

Under immediate supervision, maintains and services ambient air monitoring instruments and conducts analyses of the atmosphere and airborne emissions; may also conduct analyses of emissions from industrial sources of air contaminants; and performs related duties as required.

The Technician I is the entry level classification in this series. Incumbents are assigned the more routine duties and follow clearly defined procedures under direct supervision.

APCD Air Quality Instrument Technicians are represented by the Service Employees' International Union (SEIU) and are eligible for overtime compensation.

The eligible list established from this recruitment may be used to fill current and future Regular, Temporary, Fixed-term, Intermittent, or Extra Help vacancies. There is currently one (1) Regular vacancy in the Ventura County Air Pollution Control District.

Examples Of Duties

Duties may include, but are not limited to the following:

  • Implements Air Monitoring Quality Assurance Program; maintains air quality monitoring stations; performs preventive maintenance, and quality control procedures.

  • Maintains, calibrates, and services ambient air monitoring and telemetry instruments; troubleshoots; repairs and rebuilds sensors and monitors; calibrates, services, and operates special purpose monitoring equipment for prescribed fires or incident response.

  • Reads instrument charts; performs data validation of data generated at District monitoring sites; interprets and records data; maintains quality control data; tabulates data; and collects samples for analysis of toxic air contaminants.

  • Conducts field or laboratory analyses; prepares written reports.

  • Assures maintenance of adequate supply of parts and consumables.

  • Certifies and maintains standards for use in calibration of equipment.

  • Performs other related duties as assigned.

Typical Qualifications

These are entrance requirements to the examination process and assure neither continuance in the process nor placement on an eligible list.

EDUCATION, TRAINING and EXPERIENCE: Some experience that has led to the acquisition of the required knowledge, skills, and abilities.

The required knowledge, skills, and abilities also can be obtained by one (1) year of experience in gaseous instrument operations, maintenance and calibration, and chemical and gas analysis.

Substitution:

Twelve (12) semester units of college coursework in electronics, instrumentation, or engineering technology may be substituted for one year of the required experience.

Necessary Special Requirements:

  • Proficiency with Word and Excel

  • Must possess and maintain a valid California driver license.

  • Must be willing and able to travel to various sites throughout Ventura County.

Verification of college coursework required.

Verification is required if you are using twelve (12) semester units of college coursework in electronics, instrumentation, engineering, or other physical sciences and technology to substitute for one (1) year of the required work experience:

    Physical Demands;

    Work is performed in an office environment, in the field, and in the laboratory/shop. It may require occasional exposure to hazardous conditions and moderate physical exertion and agility. Typical physical tasks may include, but are not necessarily limited to, climbing ladders while carrying equipment; moving gas cylinders of up to eighty (80) pounds (with assistance); pushing/pulling up to two-hundred (200) pounds (with assistance); and raising and lowering towers up to ten (10) meters in height weighing up to four-hundred (400) pounds (with assistance).

Knowledge, Skills, and Abilities:

Some knowledge and/or skill in: using and maintaining instruments for measurement, data transmission, and analysis of the atmosphere; measurement and analysis techniques for gathering data for both automatic and manual air sampling equipment; p reparation of reagents used in air sampling and analytical equipment.

Some skill in: calibration and repair of air monitoring instruments.

Some ability to: read, interpret, and reduce instrument data; interpret laboratory or field analysis of samples collected; communicate effectively both orally and in writing; establish and maintain effective working relationships with staff, the public, and other agencies.

Proficiency with Word, Excel and SQL.

TRAINING & EXPERIENCE EVALUATION

A Training and Experience Evaluation (T&E) is a structured evaluation of the job application materials submitted by a candidate, including the written responses to the supplemental questionnaire. The T&E is NOT a determination of whether the candidate meets the stated requirements; rather, the T&E is one method for determining who are the better qualified among those who have shown that they meet the stated requirements. In a T&E, applications are either scored or rank ordered according to criteria that most closely meet the business needs of the department. Candidates are typically scored/ranked in relation to one another; consequently, when the pool of candidates is exceptionally strong, many qualified candidates may receive a score or rank which is moderate or even low resulting in them not being advanced in the process.

NOTE: The selection process will likely consist of an Oral Exam, which may be preceded or replaced with the score from a Training and Experience Evaluation (T&E), contingent upon the size and quality of the candidate pool. ORAL EXAMINATION - 100%

A job-related Oral Examination may be conducted to evaluate and compare participating candidates' knowledge, skills, and abilities in relation to those factors which job analysis has determined to be essential for successful performance of the job. Candidates must earn a score of seventy percent (70%) or higher to qualify for placement on the eligible list.

NOTE: If there are three (3) or fewer qualified applicants, an oral exam will not be conducted. Instead, a score of seventy percent (70%) will be assigned to each application, and each applicant will be placed on the eligible list.

The eligible list established from this recruitment may be used to fill current and future Regular (including Temporary and Fixed-term) vacancies within the Air Pollution Control Office for this and similar positions only. There is currently one (1) Regular vacancy.

Candidates successfully completing the exam process may be placed on an eligible list for a period of one (1) year.
