WHAT WE OFFER
The County of Ventura offers an attractive compensation and benefits package that includes:
Educational Incentive - An educational incentive of 2.5% for completion of an associate's degree, 3.5% for completion of a bachelor's degree, OR 5% for completion of a graduate's degree.
Bilingual Incentive - Proficiency levels by exam are $.69 per hour (Level I), $1.00 per hour (Level II), or $1.32 per hour (Level III).
Annual Leave Accrual - New regular, full-time employees in this classification will earn 208 hours per year, increasing to 288 hours after 5 years of service.
Annual Leave Redemption - An employee may elect to "cash in" or redeem up to 100 hours of vacation accrued in the same year after using 80 hours of vacation in the preceding 12 months.
Deferred Compensation - Eligible to participate in the County's 401(k) Shared Savings Plan and/or the Section 457 Plan. This position is eligible for up to a 3.00% match on your 401(k) contributions.
Health Plans - Full time employees are afforded a flexible credit allowance for purchasing medical, dental, and/or vision insurance from a group of authorized plans: Tier one for employee only is $497 per biweekly pay period, tier two for employee plus one is $678 per biweekly pay period and tier three for employee plus family is $825 per biweekly pay period.
Flexible Spending Accounts - Choice of participation in the Flexible Spending Accounts which increase spending power through reimbursement of pre-tax dollars for IRS approved dependent care and health care expenses.
Pension Plan - Both the County and employees contribute to the County's Retirement Plan and to Social Security. If eligible, reciprocity may be established with other public retirement systems, such as PERS.
Holidays - 12 paid days per year which includes a scheduled floating holiday.
The PUBLIC WORKS AGENCY, Roads & Transportation Department (R&T) is responsible for planning, designing, funding, building, operating and maintaining the County Road System, approximately 542 centerline miles of roadway, 158 bridges, drainage and related transportation facilities, and coordination of unincorporated area public transit needs.
There are currently two (2) Regular vacancies (Deputy Director - Public Works Agency) in the Roads and Transportation Department ; one (1) Regular vacancy in the Operations and Maintenance (O&M) Division and one (1) Regular vacancy in the Design and Construction (D&C) Division.
THE POSITIONS
Under general direction of the Director- Roads and Transportation, the Deputy Director-R&T O&M assists in the administration of the Operation and Maintenance Division; plans, organizes, integrates and directs the activities of the O&M Division; represents the Agency in matters relating to O&M responsibilities; and performs related duties as required. The Deputy Director-R&T O&M is also responsible for overseeing staff who perform r outine maintenance which includes the upkeep of road striping and symbols, rural tree trimming, maintenance and installation of street signs, shoulder repairs and grading, pavement maintenance including repairing and filling potholes and crack sealing, storm debris removal, culvert and catch basin cleaning and maintenance, roadside ditch cleaning and maintenance, and guardrail maintenance.
Under general direction of the Director- Roads and Transportation, the Deputy Director-R&T D&C assists in the administration Design and Construction Division; plans, organizes, integrates and directs the activities of the D&C Division; represents the Agency in matters relating to D&C responsibilities; and performs related duties as required. The Deputy Director-R&T D&C is also responsible for overseeing staff and consultants who prepare plans and specifications (contract documents) for bidding and oversees staff who administer the construction of those improvements by private contractors. Construction improvements include pavement overlays, pavement widenings for bike lanes and turn lanes, traffic signals, bridges, guardrails, signing, striping, culverts and drainage inlets.
The Deputy Director - Public Works Agency (PWA) is part the PWA management team.
THE SUCCESSFUL CANDIDATES
The successful candidates not only possess the minimum requirements of the positions but also possess experience working effectively with professional engineers, contractors, elected officials and others; have the proven ability to analyze complex situations, determine effective courses of action and successfully implement planned actions; have experience managing operations and organization of a large division/unit; have experience working effectively during emergency responses; and have excellent communication skills, both written and verbal.
Deputy Director-Public Works Agency is a Management/Confidential position and is not eligible for overtime. Incumbents in this classification are eligible for benefits at the MB3 level.
Examples Of Duties
Duties may include, but are not limited to the following:
Oversees the O&M/D&C Division's employee matters; supervises, hires, trains, counsels staff; recommends, prepares and imposes management and disciplinary action; evaluates management, technical, maintenance and/or administrative staff.
Oversees all activities of the O&M/D&C division: planning, directing and supervising division resources; determines remedies for unique road maintenance problems using engineering principles; identifies needs and approves purchases for supplies, materials and rental equipment to accomplish divisional assignments.
Oversees the preparation of plans and specifications (design) for all improvements to the County roadway system; and determines remedies for unique road design or construction challenges using engineering principles.
Oversees the construction of improvements/projects to the County roadway system; guides staff who conduct Resident Engineering and construction inspection of these improvements; ensures compliance of standards and environmental compliance per California (CEQA) and federal (NEPA) requirements; and assists in resolving problems and disputes during construction.
Directs the preparation and administration of an annual budget of approximately $6M and an inventory of heavy equipment valued in excess of $8 million (O&M) / $20 million for design and construction of improvements on the County roadway system (D&C).
Visits sites and performs field review of subdivision, facilities and infrastructure construction and routine maintenance and repair; and oversees field investigations of complaints from the public and resolves issues and concerns.
Coordinates activities with other divisions, departments, state, federal and local agencies, property owners/land developers, suppliers, contractors, or private consultants, professionals, or engineers.
Acts as project engineer and oversees the progress of multiple projects from initial conception to completion; manages road maintenance, repair, reconstruction and minor improvement projects to completion including preparing standards and budget; determining feasibility; assessing environmental impact; negotiating with consultants or contractors; administering contracts; ensuring federal, state, and county standards and requirements are met; and approving completed projects.
Coordinates legal issues with County Counsel, may appear in court as an expert witness; represents the County in negotiations with resource agencies for environmental or other permitting.
Reviews and recommends departmental policies, standards, specifications, and procedures; may oversee enforcement of County ordinances, permits, etc., including fines, fees, recording of legal notices, hearings, and public education.
Directs the work during emergency responses of a natural or other disaster by planning, prioritizing and coordinating work with other partners, and directing the work of the O&M/D&C Division.
Performs other related duties as required.
Typical Qualifications
These are the entrance requirements to the exam process and assure neither continuance in the process nor placement on an eligible list.
EDUCATION/EXPERIENCE
Any combination of education and progressively responsible experience related to the specific program assignment, which has led to the acquisition of the required knowledge, skills and abilities. The required knowledge, skills and abilities are typically obtained by completion of a Bachelor's degree in Civil Engineering and three (3) years managing an engineering, environmental or related section at a level equivalent to an Engineering Manager II or III.
NECESSARY SPECIAL REQUIREMENTS
Must possess and maintain a valid California driver's license;
Registration as a Professional Civil Engineer in the State of California: An incumbent possessing an out-of-state registration at the time of hire must obtain California registration as a condition of completing probation (i.e., within 12 months of employment);
Experience managing a unit/team at least five (5) employees;
Must be available 365 days a year, 24 hours a day for response during disasters and emergency repair of infrastructure/emergency events;
Must be able and willing to walk on rough or uneven surfaces/slopes; and withstand exposure to dust, noise, chemicals, gas, fumes, and inclement weather or hazardous conditions requiring moderate to heavy physical activities; and
Strong communication skills, both written and verbal. Skills must be demonstrated in the completion of the employment application and supplemental questionnaire.

Comprehensive knowledge of: the modern methods, techniques and technical aspects used in road operations and maintenance (O&M) or roadway design and construction (D&C) of a wide variety of public works and capital improvement projects; principles and practices of personnel management, budgeting, supervision, safety and training; applicable local, state, and federal laws, rules, regulations and ordinances including the California Environmental Quality Act (CEQA) and the National Environmental Policy Act (NEPA), Standard plans and specifications for Public Works construction; environmental laws and permitting relating to CEQA and NEPA; and the principles, practices, methods and techniques used in public works disaster service and response
Skill in : the use of computers and related software such as Microsoft Office and Geographic Information System (GIS) applications.
Thorough ability to: effectively plan, direct and supervise the work of professional and skilled and semi-skilled labor staff; prepare & monitor budgets; effectively perform administrative responsibilities; analyze complex management and engineering problems and use sound judgment in their resolution and implementation; conduct comprehensive engineering studies, prepare complex reports and make recommendations on major projects; prepare presentations and speak to governing or advisory bodies and the general public; make decisions under emergency conditions such as earthquakes, during storms, and while flood fighting, based on Agency policies; communicate effective orally and in writing; establish and maintain effective working relationships; and prepare presentations and speak to governing or advisory bodies and the general public.

Work is performed primarily in an office environment and may include travel to and from construction and maintenance sites, which may involve working near equipment or machinery.
