Description

OVERVIEW

Ambulatory Care is a system of primary and specialty care medical clinics located across Ventura County. Currently, Ambulatory Care clinics provide care for over 40,000 individuals with hypertension and has been selected as one of three sites for the Comparing Hypertension Remote Monitoring Evaluation Redesign (CHARMED) trial. In this role, you will support functions pertinent to the CHARMED trial and various quality assurance initiatives within Ambulatory Care. Your work will be instrumental in advancing the Ventura County Health Care Agency's mission to set the standard in health care excellence, while also driving our Agency toward becoming a leader in blood pressure management.

IDEAL CANDIDATE

The ideal candidate will have a strong background in clinical research, research studies, project management, and quality assurance as it pertains to health care. They will have extensive experience collecting, synthesizing, and presenting data with a full understanding of in-depth statistical analysis. Additionally, they will demonstrate good judgement in selecting methods and techniques for obtaining solutions and will be highly collaborative and adaptable to change.

The current vacancy is a Fixed Term position with an expected expiration date of 6/23/27. A Fixed Term position is a position designated by the Director-Human Resources or Board of Supervisors to which persons may be appointed for fixed terms not to exceed three (3) years. Fixed Term employees are eligible for the same benefits and compensation as Regular employees.

WHAT WE OFFER

  • Bilingual Incentive - Incumbents may be eligible for bilingual incentive depending upon operational needs and certification of skill.

PAYROLL TITLE: Program Assistant

AGENCY/DEPARTMENT: Health Care Agency – Ambulatory Care

Program Assistant is a Management/Confidential classification and is not eligible for overtime compensation. Incumbents in this classification are eligible for benefits at the MB4 level.

The eligible list established from this recruitment may be used to fill current and future Regular (including Temporary and Fixed-Term), Intermittent, and Extra-Help vacancies for this or similar positions only. There is currently one (1) Fixed-Term vacancy.

Examples Of Duties

Duties may include, but are not limited to the following:

  • Coordinates submission of materials to funding/regulatory agencies;

  • Monitors program for compliance with program rules, regulations, contract terms, and other criteria;

  • Researches, collects, compiles, analyzes, and summarizes information and data;

  • Presents data and recommends statistical approaches, trends, sources and uses;

  • Develops systems to organize and manage research databases for data analysis and reporting;

  • Applies performance improvement tools and techniques for quality improvement, promoting these activities through education and reporting;

  • Creates dashboards and actionable reports to drive performance improvement initiatives;

  • Coordinates quality improvement meetings, such as Ambulatory Care Performance Improvement Coordinating Council (AC PICC) and Ambulatory Care Quality Alliance (ACQA), as well as trainings with clinic staff and providers;

  • Assists with policy development, maintenance, and training to support quality and patient safety;

  • Collaborates with Quality Coordinators to ensure quality activities within the clinics align with organizational goals; and

  • Performs other related duties as required.

Typical Qualifications

EDUCATION, TRAINING, and EXPERIENCE

Any combination of education, training and experience equivalent to:

  • Possession of a Bachelor's degree or its equivalent in Data Science, Statistics, Business Administration, Health Care Administration, Public Health or a closely related field, AND

  • One (1) year of recent, paid professional level experience in the health care industry performing data analysis or quality assurance work

    NECESSARY SPECIAL REQUIREMENTS

  • Must have experience collecting, analyzing, and presenting research data

  • Must have intermediate proficiency with Microsoft Word and Excel

  • Must have experience using Cerner or other Electronic Health Record systems

DESIRED

  • Experience with improvement science methodologies such as Root Cause Analysis

Substitution: Additional related work experience may substitute for the educational requirement on a year-for-year basis.

KNOWLEDGE, SKILLS, and ABILITIES

Knowledge of: the principles, practices and techniques of data research, quality management, and performance improvement; compliance and program auditing; Federal, State and local laws, rules, regulations, policies, processes, and mandates; and data compilation and reporting practices and techniques.

Skill in: Microsoft Word and Excel; electronic health records; complex data analysis; preparing and presenting clear, concise, and comprehensive administrative and technical reports; coordinating projects related to performance improvement; and planning and organizing work to meet changing priorities and deadlines.

Ability to: gather, interpret, and synopsize data from a variety of sources to draw conclusions and prepare reports; analyze situations accurately and exercise sound judgment and decision making to adopt effective courses of action; establish and maintain effective working relationships; communicate effectively, both orally and in writing.

ORAL EXAM – 100%: A job-related oral exam will be conducted to evaluate and compare participating applicants' knowledge, skills, and abilities in relation to those factors which job analysis has determined to be essential for successful performance of the job. Applicants must earn a score of seventy percent (70%) or higher to qualify for placement on the eligible list.

If there are three (3) or fewer qualified applicants, an oral exam will not be conducted. Instead, a score of seventy percent (70%) will be assigned to each application, and each applicant will be placed on the eligible list.

Applicants successfully completing the exam process may be placed on an eligible list for a period of one (1) year.
