Rincon Consultants Senior Environmental Planner / Project Manager – Water Focus in Ventura, California

Rincon Consultants, Inc. is seeking a Senior Environmental Planner/Project Manager in the Water Resources Sector with experience in CEQA/NEPA for water infrastructure projects. This role will be responsible for overseeing teams conducting research, impact analysis, and report preparation; client coordination and communication; and business development. Projects will be focused on the water resources sector, including potable water, wastewater, recycled water, desalinated water, groundwater, and stormwater infrastructure projects as well as water supply and water rights projects. Clients will primarily consist of water/wastewater agencies and districts, public works departments, and engineering firms.

We are seeking enthusiastic, entrepreneurial, and motivated individuals who excel in working in a fast-paced, evolving practice to grow Rincon’s Water Team across California. While this role may offer flexible work arrangements that can include a mix of in-office and remote work, our changing business needs will ultimately determine our level of remote-work flexibility. Additionally, to promote in-person collaboration and client teaming, we prioritize hiring those who reside within 50 miles of a Rincon office which currently includes: Carlsbad, Fresno, Los Angeles, Monterey, Oakland, Palm Springs, Riverside, Sacramento, San Luis Obispo, San Diego, San Jose, Santa Barbara, and Ventura. Please note, this position is listed for the City of Ventura but is also available at all the locations stated in this job description.

Overview of Key Duties and Responsibilities:

  • Write and manage the preparation of CEQA/NEPA documents for water infrastructure projects

  • Write and manage environmental constraints analyses

  • Manage and advise clients on all aspects of CEQA/NEPA process pursuant to the CEQA Guidelines, agency-specific guidance and law, and relevant legislation and case law

  • Establish and maintain a high level of communication directly with the client and subconsultants

  • Demonstrate confidence in decision-making and be recognized by clients and peer as having expertise in CEQA/NEPA and related technical areas

  • Form, organize, oversee, and coordinate with teams conducting field work, research, and impact analysis

  • Provide technical and interdisciplinary team oversight including management of subcontractors, quality control of work products, budget management, and schedule control

  • Develop and maintain existing and new business relationships. Identify and pursue leads, prepare proposals, and successfully procure project contracts. Build relationships leading to follow-on and repeat work; attract work based on personal reputation as an expert

  • Train and mentor in-house staff

This Job Might Be for You If You Have the Following:

  • Bachelor’s degree in an applicable field; advanced Degree (Masters/PhD) preferred

  • 5+ years of increasingly responsible experience

  • Focused interest and/or experience in preparing CEQA/NEPA documents for potable water, wastewater, recycled water, desalinated water, groundwater, and stormwater infrastructure projects and/or water supply and water rights projects

  • Experience coordinating and collaborating with water agency/district staff, public works staff, and engineering firms, especially during the environmental review process

  • Experience managing projects from design concept through environmental planning to mitigation implementation during construction

  • Practical understanding of CEQA/NEPA, as well as knowledge of other federal, state, and local laws and regulations related to water and environmental resources

  • Detail-oriented, resourceful, strong time management skills, and innovative

  • Excellent organization, schedule, and budget management skills

  • Excellent verbal and written skills with the ability to speak and write effectively and persuasively with clients, agencies, and the public, including in public hearings and in oversight or authorship of technical reports

  • Excellent interpersonal skills with the ability to lead a large multi-disciplinary team and promote and sustain effective working relationships with clients, the public, and other agencies

  • Experience with Microsoft Office suite of programs (Word, Excel, PowerPoint, Teams, etc.)

The base salary range for this full-time position is $84,000-$126,000, plus a generous benefits program. At Rincon, our salary ranges are based on market median of similar jobs, according to third party salary benchmark surveys. The base pay that is actually offered will take into account internal equity and also may vary depending on the candidate’s job-related knowledge, skills, and experience.
