Employment and Training Administration Administrative Support Specialist in United States

Summary This position is located in the United States Department of Labor (Department or DOL), Employment and Training Administration (ETA), Office of Foreign Labor Certification (OFLC). OFLC provides national leadership and policy guidance to carry out the responsibilities of the Secretary of Labor under the Immigration and Nationality Act (INA). This position is Outside the bargaining unit. Responsibilities Performs administrative work. Assists in developing long range plans for new or complex programs. Works with management to develop long-range management plans for the efficient and effective operation of the organization. Manages special projects for major office or program issues of broad impact. Develops administrative guideline materials, office policies and procedures, and strategic plans to enhance customer support of the various programs administered by OFLC. Assists in developing administrative plans, schedules, and standard operating procedures, analyze financial and administrative data generated through a high-volume production operation, develop, and recommend changes in administrative policies, supported, or indicated, including resource requirements; establish and revise administrative procedures; and review and modify administrative support operations, as necessary. Applies broad knowledge to assist management and staff regarding processes and procedures on a variety of human resource functions including but not limited to time and attendance, leave program, and performance management, transit management, telework, and workplace flexibilities. Stays abreast of DOL administrative policies, procedures, rules and regulations and maintains an applicable compliance manual for OFLC staff. Acts as primary liaison with critical persons and groups both inside and outside of the organization exercising full commitment authority. Requirements Conditions of Employment Qualifications GS-12: Applicants must have 52 weeks of specialized experience equivalent to at least the next lower grade level, GS-11, in the Federal Service, that equipped you with the skills needed to successfully perform the duties of the position. You must have experience performing the following duties: Experience interpreting program policies and procedures governing organizational operations. Experience providing advice and assistance to managers and staff concerning administrative matters, performance management, human resources management, and data management/analysis.
