Compensation: $170,000 - $200,000

Skookum is seeking a BOS Program Manager to join our United States Airforce contract.
Typical duties include but are not limited to:
ESSENTIAL LEADERSHIP COMPETENCIES
Lead the site team, including subcontractors, to deliver outstanding client results both functionally (CES, Major Commands, Cadets) and contractually (meeting or exceeding contract requirements). Conduct overall management coordination and be the central point of contact (POC) with the Government for performance of all work under the contract.
Drive a world class safety management system and safety culture through leadership engagement, safety risk management, safety assurance and safety training and promotion. Model positive safety leadership behaviors.
Lead customer engagement and communications. Leverage full team including frontline managers, shop leads, QC, subcontractors, and site leadership. Continually pulses client stakeholders for improvement input and opportunities to “solve tough problems” as a team. Understands customers’ needs, culture, and mission.
Strong employee relations skills including servant leadership, interacting with human resource and vocational support staff, morale, communications, and conflict resolution. Manage by walking around. Good at HR fundamental skills and tasks. Understands and uses personnel processes, timely and effective use of HR tools, owns the processes with support from HR (not the other way around)
Mentor team. Lead an integrated staff including both shops led by frontline supervisors and support functions, e.g. work control, logistics, planning, asset management. Motivate team and inspire “can do, will do” attitude.
Improve technician and support staff knowledge, skills and abilities through targeted recruiting, coaching, development along all aspects of the employee life cycle, advanced certifications and training. Includes recruiting, incentivization, recognition, OJT, and formal training.
Leads site’s performance trajectory with goals of achieving core capability at end of year 1 and adding advanced capability starting year 2 based on Skookum’s maturity model. Possess Strategic Vision for the Team (able to look and plan 6-12 months out) and shares Vision with Team and customers. Focused on Continual Process Improvement (metrics, scoreboard, etc.) and combatting operational complacency
Through site leads and RAM support team, tailors Skookum’s digital platform to optimize results for CES and USAFA clients. Primary components include Maximo, technician mobility, business intelligence (BI), client integration, and supply chain management.
Lead the site reliability program to extend asset life and reduce breakdowns. Leverages the entire team, to drive an asset ownership culture, expand/improve planned maintenance, leverage predictive tools, and enable key processes such as root cause analysis and PM optimization.
ESSENTIAL MANAGEMENT COMPETENCIES
Financial management – Understands Profit and Loss drivers, always looking at judicious use of Skookum resources and to preserve/improve Skookum’s bottom line. Able to keep the balance between mission and money.
Contract Management – understands the full contract requirements and ensures requirements are aligned to the right site teams for day-to-day management. Briefs external and internal customers on relevant aspects and resolves issues as needed.
Performance Management – leveraging the leadership team and established BI solutions, drives superior performance results, e.g. capacity, on-time completion, backlog, quality, customer ratings. Includes a unified and tiered effort including shop tailgate sessions, production meetings, and customer briefings.
Change Management – leads change management including both planned and adhoc improvements. Able to explain the “why” to employees and lead completion of key projects. Understands and leverage maintenance best practices and enabling technology.

POSITION RESPONSIBILITIES
Responsible for the success of all missions assigned, including planning, profitability, resource leveling, production, status reporting, and coordination with employees, customers, COR, and outside agencies.
Establish project objectives, procedures, and performance standards within boundaries of company policy and contract Performance Work Statement (PWS).
Accountable for coordinating work schedules, day to day tasking and operational guidance to ensure that the mission is accomplished on time, within budget, and according to established safety, security, environmental and quality standards.
Facilitate, manage, and support all internal and external reporting requirements. Formulate reports concerning such areas as work progress, cost control, waste reduction, and scheduling.
Facilitate problem resolution through timely improvements and good working relationships.
Control and tracking of property including materials, equipment, and supplies used for this contract.
Travel to home office conferences, flagship sites, and outlying contract sites as needed.
Ensure professionalism in both appearance and demeanor throughout the Skookum workforce.
Qualifications:
Bachelor’s Degree in architecture or civil, electrical, environmental, construction, architectural, industrial, mechanical engineering, biomedical, chemical, petroleum, aerospace or construction management required. Master’s degree preferred.
At least 10 years of previous experience managing and maintain highly complex infrastructure and facilities required.
Proven Maintenance Management Leader, Civil Engineer/Public Works Officer, or Infrastructure Leader involving a significant staffing profile.
Combination of previous experience and education will be considered.
Training from Facility and Reliability Organizations such as IFMA, AFE, BOMA, SMRP, or Reliabilityweb.
Related certification such as Certified Reliability Leader (CRL) or Certified Facility Manager (CFM). Skookum will enable CRL certification within the first two years.
PE Certification preferred.
Experience with large Base Operation Support contracts preferred.
Former USAF Civil Engineering Squadron Commander, Deputy or Flight Chief encouraged to apply.
Physical Requirements:
Employees must have the ability to perform the following physical demands for extended periods of time with or without assistance. The physical demands of this position may be reasonably accommodated for individuals with disabilities to perform the essential functions on a case-by-case basis.
May be required to lift up to 50 lbs, carry up to 20 lbs, and push/pull up to70 lbs.
May be required to reach, kneel, walk, stand, and use repetitive motion for several hours at a time based on position duties.
Work may require repetitive motion, reaching, lifting, kneeling, and walking. Standing or sitting for several hours at a time, climbing in and out of a vehicle, and up and down stairs may also be required.
Must have the perseverance to work effectively under pressure for extended periods of time.
Requirements:
A valid state driver’s license is required with the ability to obtain and maintain coverage by Skookum’s insurance.
Must be able to obtain and maintain applicable security clearances and installation access. A background check and E-Verify will be conducted for this position.
