Summary About the Position: This position is located on Fort Belvoir, Virginia. This is a Direct Hire Solicitation This is a remote position; the duty location is considered as the employee's official duty location for locality pay and competitive area. Responsibilities Perform a variety of administration and analytical duties related to budget planning within the Defense Health Program. Plan the development and implementation of methods and procedures for budget formulation. Utilize multiple databases and financial accounting systems to include the General Fund Enterprise Business Systems (GFEBS) and the Financial Management Information System (FMIS). Develop and report to higher management estimates of budget requirements. Responsible for the full component of budgetary processes and procedures related to the Travel/Training Program. Develop and issue written instructions and standard operating procedures and ensures compliance of subordinate Military Treatment Facilities (MTF). Specialized Experience: One year of specialized experience which includes monitoring daily financial and budget operations; analyzing manpower and accounting reports; providing budgetary briefings to management or senior leaders; and issuing written instructions or Standard Operating Procedures (SOPs) to the workforce. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-12 or above). Education Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted. Additional Information Male applicants born after December 31, 1959 must complete a Pre-Employment Certification Statement for Selective Service Registration. You will be required to provide proof of U.S. Citizenship. One year trial/probationary period may be required. Direct Deposit of Pay is required. This position requires you to submit a Public Financial Disclosure Report (OGE 278) or a Confidential Financial Disclosure Report (OGE450) upon entry, and annually thereafter. This is a Financial Management Level 2 Certified position designated as such in accordance with the National Defense Authorization Act (NDAA) 2012, Public Law 112-81, Subtitle F-Financial Management, section 1051, amending 10 United States Code, section 1599d.Incumbent of this position is required to comply with all Department of Defense and Department of the Army requirements of this certification program. This certification requirement is a condition of employment for this position. Failure to obtain this certification within the required time may subject the incumbent to adverse action.
