CMS is currently looking for aCivil Quality Control Manager (QCM)
Candidate must have a minimum often (10) yearsconstruction experience as a quality control manager in hot-mix asphalt paving operations on previous projects of at least $40 million, DoD construction experience, and heavy civil and airfield pavement experience. The Candidate must have completed the course “Construction Quality Management (CQM) for Contractors” within the past 5 years. If the QC Manager does not have this certification, they must obtain the CQM for Contractors course certification within 30 days of employment. The candidate must be familiar with the requirements of EM 385-1-1 and have experience in the DoD quality control process, civil works projects, in the areas of hazard identification and safety compliance. The candidate must be capable of interpreting a critical path schedule and construction drawings. The candidate must have outstanding verbal and written communications stills and be organized to manage the quality control process and work as a team.
Duties and Responsibilities (Essential Job Functions)
Manages the complete submittal process including initiation, detailed review to conform compliance, submission, and distribution
Inspects materials and equipment received on-site to ensure compliance with contract requirements
Coordinates the tracking and storing of materials on-site
Oversees the entire quality control program for the project and verification of work installed.
Conducts daily QC inspections of field activities
Implements corrective action for QC deficiencies
Performs and documents the three-phase QC process on identified Definable Features of Work (DFOWs)
Manages and controls three phase QC process performed by QC Specialists, laboratory testing, or inspection personnel. This includes the initiation and leading of Initial and Preparatory meetings including follow up with documentation
Verifies QC testing procedures comply with contract requirements
Conducts weekly and monthly coordination meetings
Enforces compliance with the project CQCP
Enforces correction of non-compliance work
Maintains Daily Reports, Testing Logs, and Submittal Register
Has the stop work authority for quality issues, including nonconformance to CQCPs
Signs QC reports
Signs Submittals for Contractor
Maintains records for ON-SITE and OFF-SITE QC program operations and activities
Responsible for safety onsite
Coordinate with Government personnel and outside agencies
Review documentation to insure all required records and reports are complete, accurate and submitted per established procedures, and implement appropriate corrective action as required
Accompany all quality control inspectors on walk through tours.
Perform other duties as assigned
Requirements
Required Experience, Education, & Skills
Education and Experience:
A graduate of a 4-year accredited college or university program in one of the following disciplines: Engineering, Architecture, Construction Management, Engineering Technology, Building Constructions, or Building Science.
Minimum of ten (10) years’ experience as a Project Superintendent, QC Manager, Project Manager, Project Engineer or Construction Manager on similar size and type of construction contracts.
Must have completed the CQM for Contractors course or be able to obtain the CQM certification
At least ten (10) years’ experience as a QC Manager.
30-Hour OSHA Construction safety class within last 5 years
Strong knowledge of EM-385-1-1
Knowledge, Skills, and Abilities:
Must be familiar with the DoD specifications and requirements of EM 385-1-1 and have experience in the areas of hazard identification and safety compliance.
Must be capable of reading, writing, and conversing fluently in the English language, on the job-site at all times during the performance of Contract work.
Must professionally represent the company verbally, in writing, and in person to clients, associates, and all others that may have contact with.
Ability to make informed decisions and take responsibility for the outcomes. Willingness to embrace personal and professional development.
Ability to effectively work with a team to achieve project goals.
Knowledge of various construction disciplines, safety regulations, scheduling, cost control, and thorough understanding of construction documents.
Excellent organization and documentation are required.
Proficient in Microsoft Office/Office 365 Applications
Strong Communication skills (both verbally and written).
Thorough understanding of and ability to enforce all federal, state, local, and company regulations.
Must be organized, computer literate (experience with both online documentation and standard Microsoft programs).
Must demonstrate and provide comprehensive, accurate, and timely documentation.
Supervisor Responsibilities:
- Reports directly to the Directly of Quality Control with oversight from Field Project Manager
Working Conditions:
Physical effort requires frequent lifting or moving of materials on a daily basis.
Is regularly required to sit or stand, bend, and reach, and drive.
Ability to lift up to (40) pounds and walk a project site and potentially rough terrain.
Work is regularly performed in outside weather conditions.
Must have valid driver's license, be insurable on the company insurance and able to travel as required.
Must meet the eligibility requirements for access to US Government facilities.
Must be on-site for the duration of the project.
