The Behavioral Health and Recovery Services (BHRS) Division of San Mateo County Health is seeking a Clinical Services Manager I/II - Cordilleras Health and Healing Center.

The Clinical Services Manager I/II - Cordilleras Health and Healing Center will be the main point of contact for the campus, monitor contracts for all four MHRC providers on the Cordilleras Health and Healing Center campus and the Canyon Vista Co-Housing provider. This Clinical Services Manager (CSM) will oversee contract deliverables/performance metrics, complete contract renewals, and approve service invoices. The CSM will be responsible for facilitating bi-weekly meetings with service providers, Department of Public Works, and Behavioral Health and Recovery Services

This Clinical Services Manager I/II office will be located on the new Cordilleras Health and Healing Center campus and is expected to be onsite 4 days a week. This CSM will act as the BHRS liaison for facilities/grounds issues, referring or resolving problems directly on the campus, and participate in weekly project redesign meetings. They collaborate with PDU on construction timelines, coordinate campus meetings, conduct regular check-ins with contractors, and manage emergency preparedness plans. This Clinical Services Manager I/II will also receive daily security updates, develop plans to address illegal substances, monitor service animals, oversee smoking areas, address parking issues, facilitate client move-ins, and participate in complex case conferences.

Construction of the Cordilleras Health and Healing Center is expected to be completed in 2026. This Clinical Services Manager I/II will be reassigned to other units within Behavioral Health and Recovery Services after two years.

The ideal candidate will possess:

  • Extensive experience managing behavioral health programs that serve adults from diverse background, that have mental illness, substance use and/or co morbid medical issues.

  • Strong project management skills

  • Have at least three years of increasingly responsible experience in behavioral health or related health services program, including at least two years of significant responsibility for one or more of the following: program and budget development, funding, coordination of community resources or program evaluation and contracts management.

  • Strong written and verbal skills

  • Dynamic collaboration skills

About Cordilleras Mental Health Center

The Cordilleras Health and Healing Center project is to replace a sixty-two year old three-story San Mateo County-owned 117-bed psychiatric facility, with smaller residential structure and a campus center that meet modern standards of care for seriously mentally ill consumers. The project is located on unincorporated County land at 200 Edmonds Road near Redwood City, CA.

The new facilities will be built on the same parcel as the existing facility. The new facilities will consist of 4 MHRC’s each 16 beds operated by a different provider (Telecare, Stars, Caminar and Crestwood). Located in the Canyon Vista Center there will be 57 co housing units, with onsite support services provided by Telecare. The project will include demolition, site preparation, utilities, site work, infrastructure, parking, and landscaping to provide for a complete and functional facility.

Examples Of Duties

Duties may include, but are not limited to, the following:

  • Plan, direct, monitor and evaluate the effectiveness of behavioral services and programs, including needs assessment, program design and planning, implementation and evaluation.

  • Direct, coordinate, and participate in the development and implementation of program goals, objectives, policies, procedures and priorities that balance both mandated services and community behavioral health care needs.

  • Ensure that all appropriate policies and guidelines are followed, and that programs are funded with adequate resources to maintain mandated and expected levels of service.

  • Maintain an effective working relationship with a variety of public and private organizations, including other County departments and agencies, advocacy groups, and client organizations; consult with other managers on relevant program issues; develop alternative strategies for dealing with community behavioral health needs and assist in the implementation of solutions as necessary.

  • Facilitate Cordilleras Health and Healing Center Campus meetings

  • Participate in weekly Cordilleras Health and Healing Center Redesign meeting and provide campus/construction updates

  • Conduct or participate in negotiating contracts with outside vendors, consultants or organizations; monitor and evaluate fiscal and legal liability of same.

  • Prepare, administer and monitor the program budget to ensure the accomplishment of program and service objectives within budget restrictions.

  • Provide highly complex staff assistance to senior level management, related commissions and advisory boards on program issues.

  • Select, supervise, train and evaluate clinical, professional, technical and clerical subordinates.

  • Facilitate continuous quality improvement processes to enhance processes and workflow to improve client outcomes

Qualifications

Licensure/Certification :

  • Requires possession of a clinical license in psychology, social work, nursing, marriage and family therapy or the equivalent.

    Education and Experience:

  • Any combination of education and experience that would likely provide the required knowledge, skills and abilities is qualifying. A typical way to qualify is:

    Clinical Services Manager I – Mental Health: Two years of experience in a mental health or related health services program that included responsibility for program planning, client services, program evaluation, budget administration, or community resource coordination, of which at least one year included responsible supervisory experience.

    Clinical Services Manager II – Mental Health: Three years of increasingly responsible experience in a mental health or related health services program, including at least two years of significant responsibility for one or more of the following: program and budget development, funding, utilization, coordination of community resources or program evaluation.

    Knowledge of:

  • Principles and practices of public administration, and program management, including planning, implementation, evaluation and reporting.

  • Principles and methods of community mental health services, including current trends in education, research, treatment, prevention and related issues.

  • Laws, codes and regulations governing community mental health care and knowledge of County, state and federal legislative developments applicable to contemporary mental health issues.

  • Organizational, personnel and fiscal management within a multi-faceted, community-based program setting.

  • Community resources and public/private services and funding sources.

    Skill/Ability to:

  • Identify and analyze complex community mental health issues and problems.

  • Plan, organize, and coordinate programs and services on a comprehensive, county-wide level to meet community needs.

  • Integrate a variety of activities and services to achieve program goals, objectives, and priorities.

  • Apply principles and techniques of community organization.

  • Speak effectively to diverse audiences, including clinical, professional, civic and citizen groups.

  • Maintain cooperative working relationships with other program managers and staff, other agencies and the community; enlist and mobilize community support for programs.

  • Prepare complex and detailed written reports, program policies, procedures and contracts.

  • Train staff and coordinate activities of contractors, volunteer groups and staff.
