Job Summary
Under general supervision, is responsible for performing inspection and enforcement work to secure and maintain compliance with rules and regulations relative to the installation and operation of electrical, building, plumbing, and mechanical systems within residential construction. Exercises no supervision.

Essential Job Functions
Inspects construction sites to include structural, electrical, plumbing, and mechanical installations through the level of complexity generally found in residential construction for compliance with the appropriate codes, regulations, and approved plans and specifications.
Investigates complaints and makes inspections of existing residential structures to determine if hazardous or illegal conditions exist.
Inspects alterations and additions to existing buildings to ensure conformity with approved plans.
Assists and advises the general public in matters relating to residential construction and code requirements.
Tracks, maintains data, and prepares reports on inspections completed.
Issues citations, notices to correct code violations and testifies in court regarding violations.
Performs related duties and fulfills responsibilities as required.
Job Requirements
High school diploma or GED equivalent (recognized by the Texas Education Agency or a regional accrediting agency).
Six (6) years of experience in a building construction trade, including experience in reading plans.
Valid Class 'C' Texas Driver's License.
Must obtain International Code Council (ICC) residential certification in three of the four trade disciplines (building, electrical, mechanical, plumbing) within eighteen (18) months of employment.
Preferred Qualifications
Building inspection or investigative experience.
Six (6) years construction experience (Building, Mechanical, Electrical, and/or Plumbing)
Experience with AutoCAD.

Unless otherwise stated, applicants are permitted to substitute two years of related full-time experience for one year of higher education or one year of related higher education for two years of experience in order to meet the minimum requirements of the job. One year of full-time experience is defined as 30 or more hours worked per week for 12 months. One year of higher education is defined as 30 credit hours completed at an accredited college or university.
Applicants selected for employment with the City of San Antonio in this position must receive satisfactory results from pre-employment drug testing and background checks. If required for the position, a physical, motor vehicle record evaluation, and additional background checks may be conducted.
Knowledge, Skills, and Abilities
Knowledge of International Building Code, International Residential Code, National Electrical Code, International Mechanical Code, International Plumbing Code, International Fuel Gas Code, applicable ordinances, and other pertinent Federal, State, and local laws, codes, and regulations.
Knowledge of proper procedure for the review of construction plans and issuance of permits.
Knowledge of modern construction methods and practices.
Knowledge of various materials used in electrical, plumbing, mechanical, and construction installation and the approved uses of material.
Knowledge of modern office procedures, methods, and equipment.
Skill in utilizing a personal computer and associated software programs.
Ability to interpret and apply applicable codes, ordinances, laws and regulations.
Ability to interpret blueprints.
Ability to communicate clearly and effectively.
Ability to establish and maintain effective working relationships with City staff and the general public.
Ability to perform all the physical requirements of the position, with or without accommodations.
Working conditions are primarily in a field environment.
