Summary These positions are within the Bureau of Land Management, California Desert District, located in the Barstow, CA and Palm Springs, CA. We expect to fill 2 vacancies at this time. Responsibilities Serves as the Deputy Field Manager responsible for the overall program direction, execution, and review of all activities within the Field Office. Directs administrative activities in support of operational programs entailing a responsibility for ensuring a sound organization of the most effective and efficient utilization of personnel, equipment, material, and financial records. Interprets and makes recommendations to policy and directives as they affect Field Office planning and programs. Identifies problems, determines accuracy and relevance of information, uses sound judgment to generate and evaluate alternatives, and to make recommendations. Responsible for the technical and administrative supervision of a large and complex staff to include hiring, performance evaluations, identifying training needs, approves leave, resolves employee complaints, and conducts disciplinary actions. Coordinates land and resource planning and management with representatives of other agencies, Tribal, Federal, State, and local governments, the general public, and with private landholders. Develops, implements, and manages a program of conservation and management of land and resource programs including long- and short-term planning. Responsible for planning, organizing, implementing, and evaluating a broad array of complex resource management programs requiring intensive multiple-use management and protection of a variety of resources. Oversees the effectiveness and efficiency of multiple programs including renewable energy, oil and gas, range management, realty, wildlife habitat, archeological and paleontological programs, fire, off-road vehicle use, soil, water, and air, etc. Requirements Conditions of Employment Qualifications In order to be rated as qualified for this position, we must be able to determine that you meet the qualification requirements - please be sure to include this information in your resume. You must possess one (1) full year of specialized experience at or equivalent to the GS-12 level that is equivalent in difficulty and complexity as indicated by the following examples: Experience in managing program areas such as: energy and minerals, designated wilderness, rangeland management and improvement, land and realty, wildlife habitat, outdoor recreation, environmental and biological resources, and administrative support services. Providing supervision, leadership, motivation, and direction in program areas that support public lands, natural resources, and multiple-use management. Planning and implementing program budgets. Performing personnel management principles and techniques, including supervision, evaluation, motivation, discipline, planning, and organization. Ensuring effective and efficient utilization of personnel, equipment, and resources. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. Physical Demands: A majority of the work is sedentary in nature but requires occasional field site visits. Walking long distances over tough terrain may be required during field work. Work Environment: Office work is accomplished in a typical office setting with adequate lighting and ventilation. May be required to travel through rough terrain and exposed to extreme hot or cold temperatures during site visits.
