Job Summary
Under general direction, is responsible for performing complex workplace investigations and overseeing the administration of Human Resources issues in support of assigned departments. Responsible for strategic Human Resource planning and actively participates in helping multiple departments achieve goals through City policies and procedures. Working conditions are primarily inside an office environment. Exercises direct supervision of assigned staff.
This position is an "unclassified" position and has no disciplinary appeal rights to the Municipal Civil Service Commission. This position is likewise subject to at-will employment status and can be terminated at any time for any reason. Department assignments for Employee Relations Managers are subject to change, depending on business needs.

Essential Job Functions
Manages and resolves complex employee relations issues by conducting effective, thorough, and objective investigations for working condition complaints, disciplinary actions, EEO complaints, and grievances.
Supervises assigned staff; assesses and distributes workload of assigned group; recommends hiring, promotion, termination, disciplinary, and commendatory actions of assigned staff; and oversees the performance management of assigned staff.
May be required to perform all functions of assigned staff, as necessary.
Plans, develops, organizes, implements, directs, and evaluates the City's Human Resource function and performance; conducts periodic audits of Human Resources activities to ensure compliance.
Partners with assigned departments in evaluating, developing, and implementing operating policies and procedural improvements to ensure effective and consistent Human Resources management.
Translates the strategic and tactical business plans of client departments into Human Resources strategic and operational plans.
Creates, evaluates, and advises on new programs/strategies that positively impact the attraction, motivation, development, and retention of the people resources of the City; analyzes trends and metrics to develop solutions, programs, and policies for client departments.
Assists with special projects, as assigned by the Human Resources Department.
Develops, recommends, and coordinates the implementation of new policies and programs for employee relations, affirmative action, sexual harassment, employee complaints, and career development/succession planning; monitors effectiveness, provides guidance, and ensures compliance.
Analyzes trends and metrics to develop solutions, programs and policies for the client department.
Provides technical Human Resources advice and knowledge to assigned staff.
Conducts periodic audits of Human Resources activities to ensure compliance.
Acts as a liaison between department management and employees, including any union representation.
Performs related duties and fulfills responsibilities, as required.
Job Requirements
Bachelor's Degree from an accredited college or university.
Four (4) years of progressively responsible professional experience in Human Resources or related field.
Valid Class "C" Texas Driver's License.
Applicants for this position must pass a Criminal Justice Information Systems (CJIS) fingerprint-based background check and maintain CJIS eligibility. Due to CJIS requirements related to system access, the following will result in being disqualified for this position: Felony Convictions, Felony Deferred Adjudication, Class A & B Misdemeanor Deferred Adjudication, Class B Misdemeanor Convictions, an Open Arrest for Any Criminal Offense (Felony or Misdemeanor), and Family Violence Convictions.
PREFERRED QUALIFICATIONS:
Experience conducting workplace investigations.
PHR, SPHR, SHRM-CP, or SHRM-SCP Certification.
Experience managing Employee Relations.
Supervisory experience.

Unless otherwise stated, applicants are permitted to substitute two years of related full-time experience for one year of higher education or one year of related higher education for two years of experience in order to meet the minimum requirements of the job. One year of full-time experience is defined as 30 or more hours worked per week for 12 months. One year of higher education is defined as 30 credit hours completed at an accredited college or university.

Knowledge of investigation techniques and methodologies.
Knowledge of statistical analysis methods and basic mathematical skills.
Knowledge of position/job analysis and labor market survey procedures and techniques.
Skill in utilizing personal computers and associated MS Windows-based software applications (e.g., Word, Excel, and Access).
Skill in interviewing and interrogation.
Skill in writing reports.
Ability to operate a computer keyboard and other basic office equipment.
Ability to become proficient in SAP.
Ability to supervise, train, and evaluate staff.
Ability to communicate clearly and effectively.
Ability to research data to arrive at valid conclusions, recommendations, and plans of actions.
Ability to relate to individuals at all levels of the organization.
Ability to facilitate, mediate and resolve conflicts.
Ability to work independently, with minimal supervision, and use rational judgment in making work-related decisions.
Ability to plan, coordinate, and direct the work of subordinate staff engaged in various Human Resources professional, technical, and clerical functions.
Ability to analyze complex data and develop clear and concise written reports and presentations.
Ability to plan and coordinate complex assignments, utilizing additional staff, if necessary.
Ability to establish and maintain effective working relationships with City staff and the general public.
