General Summary

Support the Charlottesville Department of Utilities in fulfilling its service to provide efficient and safe utilities to all in our community. The Charlottesville Department of Utilities - Gas Division is seeking a qualified candidate to join our team as a Gas Maintenance Worker who is highly motivated and who strives for success by demonstrating Charlottesville's Core Values of Leadership, Trust, Creativity, Respect, and Excellence.

The preferred hiring amount is between $21.04 o $23.33 an hour ($43,763.20 to $48,526.40 annually). As of March 28, 2024, this position is in the Labor and Trades bargaining unit in accordance with the City’s Collective Bargaining Ordinance (Ordinance No. 22-128). Starting pay for this position is based on applicable education, experience, and internal equity. Future wage adjustments are subject to terms and conditions of the collective bargaining agreement between the City and the exclusive bargaining representative. The parties are in the process of negotiating the collective bargaining agreement, which will take effect on July 1, 2025.

Performs responsible semi-skilled work assisting in the construction, repair and maintenance of gas utility lines and related fixtures involving the use of specialized tools; frequently operates specialized and other equipment in connection with the work; does related work as required. Primarily and most frequently the work done here is under general supervision, with related functional areas and more advanced applications.

Essential Responsibilities and Duties

  • Assists in the repair, replacement and installation of gas utility lines, meters, regulators and related facilities;

  • Fits taps and fuses pipe, assists with pipe welding;

  • Responds to and investigates gas leaks;

  • Digs trenches by hand or machine;

  • Stocks truck with materials and supplies;

  • Makes minor repairs to tools and equipment;

  • Loads and unloads trucks;

  • Performs a variety of routine maintenance tasks such as grass mowing, painting, general cleaning, etc.;

  • Operates a variety of construction and specialized equipment including front-end loader, dump truck, utility truck, ditch witch, boring machines, jackhammers, tamper and related equipment;

  • Performs related tasks as required.

Education, Experience and Skills

Minimum Qualifications:

  • Any combination of education and experience equivalent to a high school diploma or GED. (If no diploma or GED is obtained, must have a minimum of 2 years of direct work experience in the field.);

  • Requires a minimum of 1 year experience in a position such as a skilled worker in maintenance, repair and/or construction activity and some prior experience in the operation of related equipment;

  • Position is subject to standby and emergency call; Must be able to be contacted by phone in case of emergency and reside within 40 minutes response time to the City Yard;

  • Must be able to obtain appropriate Commercial Driver's License (CDL) within 6 months of employment. Position is subject to DOT drug and alcohol testing regulations.

  • Ability to perform manual labor for extended periods, often under unfavorable weather conditions.

Skills: General knowledge of the maintenance, repair and manual tasks of in gas utility work; general knowledge of the use of common hand and specialized power tools required in the work; general knowledge of the safe use and operation and preventive maintenance of mechanical equipment required in the work; skill in the use of equipment to which assigned. Basic computer skills preferred.

This position in the Public Utilities Department is subject to emergency and stand by call and is subject to federal DOT drug and alcohol testing regulations.

  1. RETIREMENT: The City of Charlottesville manages its own retirement system and does not participate in VRS, however the City has a Portability Agreement with VRS. There are certain provisions that must be met and the portability request must be executed within 18 months of vesting in the City's Plan.

  • A Defined Benefit Pension plan pays a monthly benefit in retirement using a defined formula based on the employee's earnings history, tenure of service, and age. Our plan has a 5 year vesting period and an employee contribution of 5% of salary.

  • A Defined Contribution 401a plan in which fixed contributions are paid into an individual's account by the employer, the contributions are invested, returns (positive or negative) are credited to the account, and the account balance is used to provide retirement benefits. The vesting schedule for our 401a plan is 33% after one year of service, 67% after two years of service, and 100% after three years of service. There is no required contribution from salary. (Note that: the Defined Contribution retirement plan is the only plan available for Library employees)
