Summary This position is located in the Data Management and Support Center section, Office of Academic Affiliations (OAA), Veterans Health Administration Central Office (VHACO). OAA serves as a focal point for the development, analysis, and evaluation of policies, guidelines, and programs related to academic affiliations and the education of health professions trainees. This vacancy may be filled in Washington, DC or a location to be determined at a VA facility or other VA-leased space. Responsibilities This position reports directly to the Director, Data Management and Support Center. The incumbent works independently and responds to requests for information and support from all levels of the organization. The incumbent is responsible for the identification of information needed to manage critical aspects of field operations, design and development of information systems and processes, analytical studies, data templates, surveys, educational and informational products, and marketing materials. The work includes extracting data from VA's data systems and/or developing database applications, surveys, or other tools to collect required information and update reports. This work requires in-depth skill with Microsoft SharePoint, Power Platform development (specifically with Power Apps, Power Automate, and Power BI), and Structured Query Language (SQL). This requires in-depth knowledge of VHA operations, VA and VHA policy, national databases, applications development, data mining, and analytical techniques. Ability to analyze and synthesize data from diverse data sources, produce reports, and display information in a variety of formats is mandatory. The incumbent is expected to work independently, and make independent decisions about the appropriate allocation of time and effort to individual and collaborative projects. Work Schedule: Monday through Friday; Tour of duty will be set based on organizational need. Compressed/Flexible: May be authorized. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-13 position you must have served 52 weeks at the GS-12. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. Individual Occupational Requirement: In order to meet the basic requirement of the Health System Administration, 0671 Occupational series, you must possess an undergraduate or graduate level degree with a Major study in hospital administration, public health administration, or related fields such as business or public administration with course work in health care administration -OR- You must possess progressively responsible analytical or administrative, or clinical management or supervisory experience in the health care field. This work may have been performed in an operating health care facility or a higher organizational echelon with advisory or directional authority over such facilities. Work must have involved a close working relationship with facility managers and analysis and/or coordination of administrative, clinical, or other service activities, and provided knowledge of the following: Missions, organizations, programs, and requirements of health care delivery systems; Regulations and standards of various regulatory and credentialing groups; and Government-wide, agency; and facility systems and requirements in various administrative areas such as budget, personnel, and procurement. * This education or experience must be verifiable in your resume or transcripts. Selective Placement Factor: Experience with SharePoint online administration and configuration. Power Platform Development with specific experience in Power Apps, Power Automate, Power BI and Structured Query Language (SQL). This experience must be verifiable in your resume.* Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-12 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include: 1) Design management and ability to review proposed and actual methods for implementing initiative-related educational surveys or other educational evaluation tools; 2) Producing technical analytical reports translating knowledge of all relevant coding languages into meaningful management information; 3) Using technical writing and desktop publishing related to web design and maintenance, Microsoft 365 with Office apps design and administration, and the design and management of database and complex multi-site, multi-source datasets; 4) Using project management processes and procedures for project initiation, project definition, risk management, management reporting, governance and project closure; 5) Oversight and management of the daily details of reporting, presentations and other forms of data dissemination, and completing requests for information. Note: Evidence of specialized experience must be supported by detailed documentation of duties performed in positions held on your resume. You must provide work experience information such as hours per week, salary, and starting/ending dates of employment (month and year format) to establish you have one (1) full year of Specialized Experience at or comparable to the required grade level. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Physical Requirements: The work is sedentary and does not require any special physical effort. Some work may require walking and standing in conjunction with travel and attendance at meetings and conferences away from the work site. Employee may carry light items such as papers, books, and portable computer; requirement for driving a motor vehicle relative to attendance at meetings. The work often requires long hours to meet project deadlines and to devise corrective action and solutions to unexpected technical and/or management crises.
