Visit www.cdc.gov Responsibilities As an IT Specialist (Data Management/Application Software ), you will: Manage, administer, and ensure security, maintenance, and operations of database systems. Design and coordinate protocols and procedures necessary for data management, data integration, publication of data and metadata, preserving and providing public access to scientific data, including overseeing the use of data management systems. Monitor the integrity and accuracy of information and data in applications. Analyze current and projected needs for enhancing reports generated. Develop applications programs for a variety of software applications in support of the work of the agency. Prepare programming specifications such as inputs, outputs, flow diagrams, decision logic tables, and linkages with other applications systems. Develop block diagrams and program coding; and testing, validating, and documenting programs. Develop and implement new data management schema. Plan and coordinate the development of data structures and access strategies in alignment with business and mission requirements and develop technical designs. Requirements Conditions of Employment Due to the Centers for Disease Control and Prevention's (CDC's) process enhancement to use Shared Certificates throughout the Agency, some of the requirements below may differ: US Citizenship required. Males born after December 31, 1959 must be registered or exempt from Selective Service (http://www.sss.gov). May be subject to a Background/Security Investigation. Security clearance level may differ from the position announced when certificates are shared. CDC participates in the USCIS Electronic Employment Eligibility Verification Program (E-Verify). If selected, CDC will determine your employment eligibility using your social security number. Direct deposit is required. One-year probationary period may be required. This position may be subject to a Collective Bargaining Agreement. This position may be subject to the OGE Financial Disclosure requirements of the Ethics in Government Act of 1978 (P.L. 95-521). If identified, this will be an annual requirement. In accordance with Executive Order 12564 of September 15, 1986, The Department of Health and Human Services (HHS) is A Drug-Free Federal Workplace. This position may require a Drug Test and be subject to Random Drug Testing. The position may require the submission of a urinalysis to screen for illegal drug use prior to appointment and be subject to reasonable suspicion and post-accident drug testing upon hiring. If required to submit to urinalysis, the appointment to the position will be contingent upon a negative test result. Qualifications All qualification requirements must be met by the closing date of the announcement. Minimum Qualifications: To qualify at the GS-13 grade level, you must have at least one year of specialized experience at or equivalent to the GS-12 grade level, which must include the following experience: providing data management guidance and technical support of science data lifecycle; planning, analyzing, preserving and managing data quality; and securing data in support of policies and procedures. Applicants must also have IT-related experience demonstrating the required technical skills, knowledge, and abilities and possess the following competencies: ATTENTION TO DETAIL, CUSTOMER SERVICE, ORAL COMMUNICATION AND PROBLEM SOLVING. Attention to Detail - Is thorough when performing work and conscientious about attending to detail. Examples of IT-related experience demonstrating this competency include: completing work that sometimes requires editing by others, or requires review prior to completion. Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services. Examples of IT-related experience demonstrating this competency include: resolving simple and routine problems, questions, or complaints; asking appropriate questions to clarify information about issues, escalating non-routine issues to the appropriate individual, team, or organizational group; responding to inquiries in a timely manner; keeping customers informed of status and status changes. Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately. Examples of IT-related experience demonstrating this competency include: providing answers to routine inquiries in a clear, concise, and organized manner; actively listening to others, paying attention to verbal and non-verbal cues and listening for misunderstanding and misinterpretation. Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations. Examples of IT-related experience demonstrating this competency include: making routine decisions independently, where there is a standard process; identifying problems or inefficiencies in work processes and activities and recommending solutions; recognizing situations when further guidance is needed from senior colleagues or supervisors. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
