Assistant Secretary for Human Resources Management Lead Human Resources Specialist (Classification & Compensation) in United States

Summary This position serves as Lead HR Specialist (Classification & Compensation) for the Department of Veterans Affairs, Central Office (VACO) Human Resources Service Center (HRSC) and is responsible for providing team lead support as well as consultative and advisory services in the areas of classification and position management, and compensation for the Classification and Position management team. Responsibilities Major Duties Include: Performs duties as Team Leader over a group of Classification and Compensation Human Resources Specialists. Serves as a first level point of contact for the Classification and Compensation team by providing high-level consultation advice and guidance and serve as a first level diffuser in difficult situations. Provides authoritative advice and assistance on a broad spectrum of classification and position management matters. Provides in-depth position classification and position management support and guidance. Provides technical advisory classifications determinations and final classification decisions on high grade or politically sensitive jobs, including the most complex work situations and occupations. Maintains a current knowledge and understanding of classification, position management, global, industry, market, and social trends and applies them to create long-range options, scenarios, and plans to successfully advance the organization's mission. Provides in-depth position classification and position management support to program offices, servicing a wide variety of positions which often include those affected by new or emerging technology, and where the organizations serviced are complex, new or dynamic. Serves as a Subject Matter Expert (SME) and provide guidance, oversight, and review of compensation programs to include, but not limited to, application of the Fair Labor Standards Act (FLSA); special salary rates; Recruitment, Relocation, and Retention Incentives (3Rs); pay administration; and other pay-related flexibilities. Develops, analyzes and issues standard operating procedures and/or processes for use in recruitment, relocation, and retention incentive programs; and other strategic compensation programs. Develops reports, briefings, and correspondence to leadership to foster understanding and acceptance of pay administration findings and recommendations. Serves as an expert consultant and advisor in interpreting and applying laws, regulations, policies, and practices to provide advice and guidance to officials, supervisors, and employees on the full range of pay administration policies, principles and practices. Requirements Conditions of Employment Qualifications To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 09/20/2024. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-14 position you must have served 52 weeks at the GS-13. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. The BASIC REQUIREMENT for the HR Specialist GS-0201 series is presumed met if found qualified at the GS-0201-7 level and above. To qualify for this position at the GS-14 level, you must meet one of the following listed Criteria: Criteria 1- Graduate Degree and Specialized Experience: Successful completion of a graduate level degree or higher and three years of progressive specialized experience equivalent to at least the GS-12 grade level. Such experience may be gained in administrative, professional, technical or other responsible work positions in the public (i.e., Government or military) or private sector. Qualifying specialized experience includes: experience providing management consultative service involving classification and compensation to render expert advisory service and/or authoritative policy interpretations on highly complex agency-wide issues; serving as a recognized classification and compensation senior advisor by other senior HR staff and program managers; reviewing classification and compensation policy to ensure consistency in their application and recommend modifications. (TRANSCRIPTS REQUIRED). OR Criteria 2- Specialized Experience: You must have at least one (1) year of specialized experience equivalent to the GS-13 grade level in federal service that demonstrates HR management knowledge, concepts and principles and the performance of work in one or more of the HR specialty areas. Such experience may be gained in administrative, professional, technical or other responsible work positions in the public (i.e., Government or military) or private sector. Qualifying specialized experience includes: functioning as a senior advisor to all levels of management officials for classification and compensation matters; serving as an expert consultant and provides authoritative guidance on issues related to classification, position management, pay administration, and compensation programs; classifying complex, rare, or unusual jobs, and prepares necessary documentation, in the GS and FWS job grading systems; identifying and balancing workload in accordance with established workflow and priorities to ensure timely accomplishment of tasks; monitoring and reporting on status of and progress of work; researching and applying qualitative and/or quantitative methods to identify, assess, analyze, and improve effectively, efficiency and work products. You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities.
